PAYOUTS

The Stampede reserves the right to adjust prize money pay-out for the Derby performances following the cancellation of any performance(s) or portion of a performance and/or the receipt of drug, medication or foreign substance identification reports.

All Payouts will be paid by Direct Deposit – please present a void cheque with your banking information or confirmation of continuing banking information to the Rodeo/Chuckwagon Office prior to the first day of the Derby.

Day money will be released after the 4th and 10th days.  Aggregate bonus money will be released after the 10th day.  Final Showdown money will be released after receipt and verification of drug test results from that heat – about 10 days post Stampede.

Canvas Auction monies will be disbursed by the Stampede as follows:

$15,000.00 plus GST as applicable to the driver after the fourth day of racing at the Derby.

Balance to the driver after the tenth day of racing at the Derby.

In the event that a driver and/or wagon outfit is unable to complete the full ten days of chuckwagon racing, due to injury, illness, suspension or disqualification the driver will be eligible on a pro rata basis to any canvas auction and day monies earned and not forfeited for the days they competed.  If the Stampede secures a replacement driver and/or wagon outfit that replacement driver/wagon outfit will be eligible for any canvas auction and day monies earned or the days they race. If the Stampede and Advertiser mutually agree that the replacement driver is not acceptable to the advertiser then the advertiser will be reimbursed on a pro rata basis and the replacement driver will not receive any canvas auction monies, providing the Advertiser is not responsible for the disqualification of the initial driver.
 
The Driver is entitled to all prize money and trophies awarded at the Derby, except any monies and trophies forfeited or withheld as a result of fines, penalties, suspension or disqualification.

ADDITIONAL AWARDS

 

        20.1  Orville Strandquist Memorial Rookie Driver Award

 

The Orville Strandquist Memorial Rookie Driver Award is awarded to a driver with the fastest total running time (including penalties) in his first year driving in the Derby after 10 nights of racing.   A bonus of $3,000.00 will be awarded to the winner.  In the event of a tie, the driver with the least penalty seconds will receive the award.

 

20.2  Safety Award

 

The Safety Award is awarded to the driver with the fewest penalty seconds after successfully completing Round 1 (Days 1 through 8) of competition.  In the event of a tie, the driver with the fastest total running time will receive the award.  A bonus of $5,000.00 will be awarded to the winner.

 

20.3  Outstanding Outrider Award

The Outstanding Outrider Award is awarded to the outrider with the most points accumulated over the first eight days of racing. Points are awarded daily based on the finish of each wagon an outrider rides for that day. Wagon finish will be total time / day money placing with the first place wagon equal to 36 points for both outriders of that wagon. Points will grade down to 1 point per outrider riding for the wagon in 36th spot on the day. Additional consideration will be given for public appearances, professional conduct and outstanding sportsmanship on and off the race track.

The winner receives a trophy bronze and a cash award of $3,000.

20.4  Equine Athlete of Excellence Awards

 

The Stampede Equine Athlete of Excellence awards recognize the top equine athletes at the Derby. Six horses; the right leader, left leader, right wheeler, left wheeler and two outriding horses will receive the award at each Derby. Points for individual horses are accumulated on Days 1 – 8 based on the finish of the top five wagons each day. Trophy Halters will be awarded to the horse which has accumulated the most points in each of the six positions. An individual driver who owns a named horse in a particular position is not eligible to have another winning horse named to any of the remaining positions, and in such case, the next eligible horse with the most accumulated points will be awarded the Trophy Halter for such position.

10. CHUCKWAGON COMPETITION FORMAT

10.1  Timing, Photo-Finish and Tie Breaking

All racing and heats are timed digitally and reported in one hundredths of a second (1/100th) timing accuracy from the official race camera/timer. In the event of a tie to determine placement in any re-draws for heats, especially (but not limited to) the top 8 aggregate or the final four for the championship heat, Stampede Officials will use a Photo-Finish Camera Image to determine the actual order of finish, and actual placing of wagons. If there still remains a dead heat tie on the official Photo-Finish Camera Image, Stampede Officials will use the following tie breaking rules to break the tie, and will only look to the subsequent tie breaker(s), in the event that the tie remains unbroken:

        a)     fastest total accumulated running time (excluding penalties); or if still tied by

        b)     total accumulated day monies earned; or if still tied by

        c)     Judges’ draw, by way of number balls, corresponding to the barrel which the wagon(s) in the tie ran off of for the particular heat

10.2  All racing and heats will be timed manually and reported and recorded in one hundredth of a second (1/100th). These times will be the official time ONLY in the event that there is no digital time available from the race camera/timer. A minimum of five back-up manual timers are to be on hand and available for timing every race each night.  All races that have digital time available will be recorded with their digital time.

10.3  Round 1 – Day 1 – 8 … Aggregate Competition

        a)    36 wagon drivers will compete for Day Money and the Aggregate Standings over the first eight days of competition.
 
        b)    The 36 wagons will be seeded based on a formula established by the Stampede Officials.  Designated Stampede Officials will be responsible for the initial night’s draw and subsequent re-draws.
 
        c)     All seeding will be based on the 2018 Association standings (rank) as of race meets completed prior to July 3, 2018.
Drivers will be seeded into the Calgary first draw with the top ranked drivers in each association drawing into Heat 9, down through the lowest ranked drivers appearing in Heat 1. 

The formula for the first night’s draw will be:

2017 WPCA invited drivers in heats 1, 2, 3, 5, 6, 7, 9 and 2017 CPCA invited drivers in heats 4 & 8.

The draw for the first night of racing will be announced on Tuesday, July 3, 2018. 

Each wagon will compete on all four barrels for Day 1 through Day      4.
 
        e)     The 36 wagons will be re-seeded after Day 4 of racing.  The wagons will be matched in heats based on total running time (excluding penalties) for the first four performances at the sole discretion of Stampede Officials.
 
        f)      Each wagon will compete on all four barrels for Day 5 through Day 8.
 
        g)     The eight fastest wagons based on total aggregate time will qualify to advance to the Saturday Semi-Final Showdown Saturday run-off. In the event of a tie for the eighth position, it will be broken by:
 
         i) Fastest total running time (excluding penalties); or if still tied by
 
                        ii) Total accumulated day monies earned; or if still tied by
 
                        iii) Judges’ draw, by way of number balls, corresponding to the barrel which the wagon(s) in the tie ran off of for the particular heat
 
        h)     The Aggregate Winner will be based on the Aggregate Standings following completion of Round 1 (Days 1 through 8).  The wagon outfit with the fastest total time (including penalties) after completion of the first eight performances will be declared the Aggregate Award winner and will be presented with appropriate awards as determined and published by the Stampede prior to the Derby.  In the event of a tie the Aggregate Award winner shall be determined by:
 
                         i) The driver with the most day money won after eight   performances or if still tied by
                         ii) The driver with the fastest total running time (excluding penalties) after completion of the second four performances (Days 5 – 8); or if still tied by
                          iii) Judges’ draw, by way of number balls, corresponding to the barrel which the wagon(s) in the tie ran off of for the particular heat
 
        i)      The Aggregate Bonus will be paid to 16 positions following completion of Round 1 (Days 1 through 8). Refer to section 20 – Prize Money – Aggregate Bonus.
 
        j)      In the event any of the performances, in part or in whole, during Round 1 (Days 1 through 8) are cancelled, the Aggregate Competition results will be based on those performances that were completed prior to Round 2 (Day 9).  Following a cancelled performance, drivers will move to the next barrel rotation or be re-seeded (on Day 5) as per the original performance schedule.
        Day money for the affected performance will be divided and distributed equally amongst all drivers.  OR
        The remaining payouts and final standings for any races completed and any races not completed will be determined by Stampede Officials.
 
10.4  Round 2 – Day 9 … Semi-Final Showdown Saturday
 
        a)     36 wagon drivers will compete for Day Money.
 
        b)     The 28 drivers who have not qualified for the Semi-Final Showdown Saturday run-off will be matched in Heats 1 – 6 & 8 based on total running time (excluding penalties) for the first eight performances, at the sole discretion of Stampede Officials.     
 
        c)     The eight drivers who have qualified for the Semi-Final Showdown Saturday run-off will be seeded into Heats 7 and 9 based on a selection process outlined in 11.2 d). Track grooming will be after heats 3, 6 and 8.
 
        d)     Seeding selection process: The order of selection to compete in Heat 7 or 9 and barrel position will be based on the order of placing (total aggregate time) from Round 1 (Day 1 through 8) competition.  The driver with the fastest total aggregate time will have first choice of competing in Heat 7 or 9 and the first choice of barrel position in the Heat selected.
        The selection process for Heat and barrel positions will proceed as above for the remainder of the qualified drivers, by way of a “blind” selection, until both Heats 7 and 9 and all barrel positions have been filled.  In the event of a tie for any of the qualified positions it will be broken by:
 
                    i) The fastest total running time from Round 1 (excluding penalties) or if still tied by 
                    ii) Total day monies earned from Round 1 or if still tied by 
                    iii) Judges’ draw, by way of number balls, corresponding to the barrel which the wagon(s) in the tie ran off of for the particular heat
       

The four drivers with the fastest times (including penalties) from Heat 7 and 9 races in the Semi-Final Showdown Saturday run-off (Day 9 performance) will advance and qualify for the final heat on Day 10.  In the event of a tie, in order to determine the participants of the final heat, it will be broken by the wagon outfit having, after completion of the first nine performances:
 
                i)- the fastest total aggregate time; or if still tied by 
                ii)- the fastest total running time; or if still tied by 
                iii)- total day moneys earned; or if still tied by 
                iv)- Judges’ draw
 

In the event the Round 2 (Day 9) performance is cancelled, in part or in whole, resulting in the semi-final run-off not taking place, the participants of the Championship Sunday final heat  (Day 10) will be the four drivers with the fastest times (including penalties) from Round 1 (Days 1 through 8) Aggregate Competition.  In the event of a tie for the fourth position, it will be broken by:

               i) Fastest total running time (excluding penalties); or if still tied by

               ii) Total day moneys earned; or if still tied by
 
             iii.) Judges’ draw
 
Day money for the performance will be divided and distributed equally amongst all drivers.  OR
The remaining payouts and final standings for any races completed and any races not completed will be determined by Stampede Officials.
 
10.5  Round 3 – Day 10 … Championship Sunday Final
 
        a)     32 wagon drivers (not qualified for the Championship Sunday Final) will compete for Day Money.
 
        b)     The 28 drivers from Heats 1 to 6 & 8 on Day 9 will be reseeded into heats 1 – 7 for Day 10.  The wagons will be matched in Heats 1 to 7 based on total running time (excluding penalties) for the first nine performances, at the sole discretion of Stampede Officials. 
 
        c)     The fifth (5th) to eighth (8th) place finishers based on the four slowest times in Heats 7 and 9 from the Semi-Final Saturday run-off (Round 2 – Day 9) will be seeded into Heat 8 for Day 10. Track grooming will be after heats 3, 6, and 8.
 
        d)     $150,000 CHAMPIONSHIP SUNDAY FINAL HEAT
                 DERBY CHAMPION
 
The participants of the $150,000 final heat will be those four wagon outfits with the fastest times (including penalties) from Heat 7 and Heat  9 races in the Semi-Final Showdown Saturday run-off (Day 9 performance).
 
The final four wagon drivers will select their barrel positions in the final heat at a time and place as directed by Stampede Officials.
 
The driver with the fastest time (including penalties) from Round 2 – Day 9 – Semi Final Showdown Saturday will have the first pick of barrel position for the Championship Sunday Heat.
 
The driver with the 2nd fastest time (including penalties) from Round 2 – Day 9 – Semi Final Showdown Saturday will have the second pick of barrel position for the Championship Sunday Heat.
 
The driver with the 3rd fastest time (including penalties) from Round 2 – Day 9 – Semi Final Showdown Saturday will have the third pick of barrel position for the Championship Sunday Heat.
 
The driver with the 4th fastest time (including penalties) from Round 2 – Day 9 – Semi Final Showdown Saturday will have the remaining barrel position for the Championship Sunday Heat.
 
The wagon outfit with the fastest time (including penalties) in the $150,000 Championship Sunday Final Heat will be declared the Derby Champion.  If the final heat ends in a tie for the fastest time (including penalties), either as a result of the actual race results or awarding by the judges of Average Time, the tie will be broken by:
 
i- the fastest total aggregate time from Rounds 1 and 2 or if still tied by
 
ii- total day monies earned from Rounds 1 and 2
 
The $150,000 Championship Sunday Final Heat cheques will be held pending the receipt of drug, medication and foreign substance reports by the Stampede.  In the event any driver of the $150,000 final heat receives a positive drug, medication or foreign substance identification result, that driver is thus required to forfeit the prize money, awards and championship title (if applicable) from the final heat performance, the prize money, awards and championship title (if applicable) will be awarded to the next driver with the fastest time (including penalties) in the final heat, provided that driver has adhered to the rules of the Derby.
 

In the event the Round 3 (Day 10) performance is cancelled, in part or in whole, resulting in the Championship Sunday Final heat not taking place, the Derby Champion shall be the driver eligible for the Final Heat with the fastest total time (including penalties) after all completed performances and will receive the $100,000 and trophy bronze.  Drivers 2, 3 and 4 qualified to race in the Final Heat in order of fastest total time (including penalties) will receive $25,000, $15,000 and $10,000 respectively.  All other drivers will receive 1/32 share of the Day 10 day money allotted for heats 1 - 8.  OR
The remaining payouts and final standings for any races completed and any races not completed will be determined by Stampede Officials.

12.    RUNNING RULES

12.1  Chuckwagon and Outriding horses shall not be used in more than one (1) Heat each day.  (See Fitness to Compete Section #7)

12.2  Prior to and during the Derby, it shall be at the sole and unfettered discretion of Stampede Officials as to when the racetrack is to be watered, harrowed and groomed.

12.3  In addition to the provisions in 12.2 Stampede Officials in consultation with the “Track Committee” shall have authority to alter track conditions in the interest of maintaining safety and fairness for all competitors.  Pylons may be deemed necessary in extreme wet conditions.

12.4  Wagons will circle H Barn in a clockwise direction until called for the start of the heat line-up.

12.5  A heat shall be that period of time commencing when the wagons enter the racetrack when called by a designated Stampede Official and ending when the last wagon in the heat has left the racetrack.

12.6  It is strongly recommended that wagons always have two drivers for their post-race parade.

12.7 Wagons for the first two heats of the night must be lined up in the four furlong chute by 7:55 p.m.; ten (10) minutes before the start of the first race of the evening.  Wagons for the subsequent heats will be called for by a designated Stampede Official, so as to preclude any time delay in the performance. Wagons for heat 3 are to be ready to enter the chute once heat 1 is called to the track.

12.8  Outriders must be in the infield chute area by 7:30 p.m. (one half hour before the start of the first race of the evening.  Outrider horses will be screened for micro-chips during this crossing.  Any outriding horse not in place in the infield ½ hour before the first race will be subject to a $100 fine to the driver.  The fine will double for each subsequent offence for a driver.  At the Stampede’s discretion and direction, outrider horses may be allowed and will be required where selected for drug testing to leave the infield and go back to the barn area during the harrow periods ONLY.

12.9  At any time prior to the start of a race the Arena Director, Official Veterinarian or a Judge can scratch a horse or wagon.  If any Stampede Official notices a horse or wagon that is suspect for race safety they will notify the Judge’s coordinator who in consultation with the Official Veterinarian or his track vet can scratch a horse.  The Arena Director will be the spokesperson to the driver.  Should the problem be a mechanical one with the wagon or equipment the Judge’s coordinator and Arena Director will make the call.

12.10 If a chuckwagon outfit is not ready to compete when the race is called to the start, the race will start without them.  Outriders must be in the infield before all wagons complete their practice turns.  If any wagon has not left the four furlong chute by the time the other wagons of the same heat have entered the infield area, that wagon may not be allowed to leave the four furlong chute and compete in that race. It will be at the discretion of the Head Judge, in consultation with the Arena Director, whether a wagon is ready to start when the race is called, and if the race is run without a wagon; that wagon outfit shall be subject to those penalties assessed by the Judges.  The Judges may assess a penalty against any wagon outfit that fails to cooperate, by not properly moving into position, upon entering the barrels.

12.11    If a wagon experiences a breakdown of equipment or injuries of horses after entering the 4 furlong or racetrack it may be given a maximum of ten (10) minutes to make appropriate adjustments necessary for the outfit to safely compete in the race.  The decision to grant this provision is at the discretion of the Head Judge and the Arena Director. The replacement equipment or horse must meet the same competition and safety requirements as mandated in the Derby Rule Book. The Arena Director will coordinate with the other unaffected drivers safe waiting areas for their wagons during the delay.  If at the expiration of the ten (10) minutes, the wagon is not ready to race the driver will be asked to leave the racetrack and will receive a No-Time for the night.

12.12    Wagons must enter the track for their heat in reverse order of barrel position and in line a maximum of two wagon lengths apart, and proceed along the outside rail with the lead wagon setting a reasonable speed to the infield. Each wagon driver is allowed one warm up barrel turn, which must be executed on his own set of barrels.  Wagons will not be allowed to proceed any further down the racetrack during their warm-up than directed by the Arena Director. Failure to follow proper procedures will result in a $100 fine to the driver for each infraction.

12.13    A runaway is defined as an out of control team.  At any point before the race is officially started if a wagon experiences a runaway that covers more than 3 turns of the track in either direction - that wagon will be deemed to have run the track.  The wagon will be excused from the race – receive a no time and the day will count as a race day towards the Fitness to Compete.  The same parameters will apply to any outrider horses utilized in the efforts to control the wagon and offer assistance. Any wagon so affected must exit the track immediately upon regaining control and being informed of the infraction by the Arena Director or Stampede officials on the track.  The Arena Director will radio any instruction to a driver to exit the track to the Head Judge for recording purposes.

12.14    At the conclusion of the race if a wagon experiences a runaway that covers more than 3 turns of the track in either direction - that wagon will be deemed to have run the track.  The horses will have a second race day recorded towards the Fitness to Compete program for that day.  The same parameters will apply to any outrider horses utilized in the efforts to control the wagon and offer assistance.

12.14  Wagons entering the infield for their Heat shall enter in reverse order of their barrel position, Barrel 4 entering first. No wagon will be allowed to go through another barrel position to line up for his start. 

12.15  The barrels and lanes will be placed as shown in the Barrel Set and Infield Chalk Line Diagrams.

12.16  A chalk line (the barrelling chalk lines) shall be marked down the centre dividing barrel positions.

12.17  A 6’ chalk line will be drawn nine (9) feet from the centre of the bottom barrel of Barrel 1, parallel toward the top barrel of Barrel 1. The left Chuckwagon wheels of the wagon must be parked inside chalk line on barrel 1. 

12.18  Lanes on the racetrack shall be marked with a 4’ - 6’ chalk line.  Such chalk lines shall be marked 30 feet to the right of the bottom barrel of Barrel 1.

12.19  A chalk line shall be drawn partially across the racetrack at the Outrider line and shall be 200 feet before the finish line. 

12.20  A klaxon will be used as a starting signal for each chuckwagon heat. In the event the klaxon being non-functional, an air horn will be substituted for the klaxon and used by a designated Stampede Official to start each heat.

12.21    The wagons shall come to a complete stop with the hub of the left rear wheel of the wagon behind or in line with any part of the right side of the bottom barrel. If hub is ahead of the barrel a penalty will be assessed.  If the wagon stops correctly and then jumps ahead of the barrel and the wagon is backed up into the correct position before the klaxon sounds – no penalty will be assessed.  The stove shall be on the outside of the wagon, touching the ground.

12.22  The dismounted lead man shall hold his own saddled horse and may hold the lead team. At the start of the race, the lead man shall release the lead team.

12.23  The dismounted stove man shall hold his own saddled horse and shall hold the stove on the ground behind the stove rack.  At the start of the race, the stove man shall load the stove into the stove rack. Outriders shall not be allowed to carry the stove past the top barrel. 

12.24  The wagon will turn a “figure eight” around its respective barrels, with each wagon outfit passing on the left side of the top barrel and the left side of the bottom barrel from the judges’ viewpoint.  Wagons shall enter the racetrack in their respective lanes and shall continue in those lanes until it is safe to move out of their lane.  Wagons must race in a counter-clockwise direction.  No assistance can be rendered to a driver by any of his outfit.  A driver must drive his own team and must proceed in a counter-clockwise direction around the racetrack.

12.25  If the Arena Director observes any interference by any wagon outfit in the infield after the start of a heat, he shall report it to the Judges.

12.26  All Outriders shall proceed onto the racetrack when the Heat is called.  If an Outrider is not ready to compete when the wagon is called into the barrel by the Arena Director, the Heat shall start without the Outrider(s) and the wagon is subject to applicable penalties.

12.27  After the start of the race, each outrider shall mount or be in control of his horse and shall make the “figure 8” around his respective barrels or barrel marker, passing on the left side of the top barrel and the left side of the bottom barrel (from the judges viewpoint) i.e. enter the barrel at six o’clock – must remain in control to twelve o’clock.  An Outrider shall proceed around the racetrack in a counter-clockwise direction finishing not more than 200 feet behind his wagon as it crossed the finish line.  

12.28  An Outrider shall not return to complete the “figure 8” after passing his bottom barrel.

12.29  No Outrider or wagon may start or complete the “figure 8” after the first lead team of the race has passed the mile gap located on the backstretch.

12.30  At the discretion of the Judges, the two Outriders with each outfit must stay behind their own wagon, so that other teams may pass their outfit if possible. However, with the exception of rule 12.27, wagons must always have the right of way. 

12.31  From the head of the stretch to the clubhouse turn, fifteen (15) feet from the outside rail is designated by a chalk line as the outrider safety lane in which outriders may have the right of way over wagons. 

12.32  Outrider shall be deemed to be late if his horse’s nose does not cross the Outrider line or flag before his Wagon lead horse breaks the plane of the finish line.  Outriding judges will make late calls.  Video back-up is also utilized to confirm calls.

12.33  A wagon or team that crosses any of their barrelling lane markers in the infield and impedes another wagon will be assessed an interference penalty.

12.34  A wagon or team that swings wide or out of lane and impedes another wagon after passing their bottom barrel and moving into the marked track lanes will be assessed an interference penalty.

12.35  A wagon or team that makes contact with any other wagon or team in the infield will be assessed an interference penalty.

12.36  A wagon or team that makes contact with and impedes any other wagon or team on the track will be assessed an interference penalty.

12.37  A wagon or team that causes interference, either in the infield or on the racetrack, that prevents another wagon or team from completing the race, will be assessed an interference penalty.

12.38  A wagon driver passing another wagon must be clearly ahead of the lead team of the outfit he is passing before cutting in front of that outfit, otherwise an interference penalty will be assessed.

12.39  A wagon driver may not drive into a ‘box or hole’ unless there is sufficient room for the wagon width (76” hub to hub) to fit.

12.40  A wagon driver may not attempt to create a ‘hole’ by any means including aggressive driving.

12.41   Lead wagon driver must select his lane prior to the home stretch run and maintain that position throughout the stretch run.

12.42  A driver is responsible for his outriders at all times during the running of a heat.

12.43  Wagons and outriders are not to enter the rodeo infield during the homestretch run. 

12.44  Official time starts when the klaxon sounds. Times will be taken as each lead team’s nose reaches the finish line of the racetrack. Times shall be given only for wagons with the four (4) horse team attached to the wagon and the driver holding the reins.

12.45  At the completion of the race once the wagons slow sufficiently and it is safe to do so wagons must make a right turn from inside rail to outside fence.  Driver's assistant must get on the wagon at the four furlong turn around point.  Wagon must stay on outside rail for their pass in front of the Grandstand, after which pass they will turn around and exit against the inside rail to the exit gate, at the north end of H barn. As post-race timing is critical to a smooth operation, during the post parade each wagon is required to be no more than two wagon lengths back in line when the wagon immediately ahead passes the clubhouse turn.  Failure to follow proper procedures will result in a $250 fine to the driver for the first offence, a $500 fine for the second offence, a $1,000 fine for the third offence, subsequent offences will be subject to double the previous fine.

12.46  During the races proper – including the practice turns race and post parade, only the driver and qualified assistant driver be allowed in the wagon.  The only exceptions shall be if Stampede officials require a qualified person to gain access for production purposes OR, in the case of an emergency, another chuckwagon participant provides assistance.

12.47  Any tarp not fitted securely while the wagon is on the track will result in a $100 fine.

13.      ALCOHOL AND DRUG TESTING

13.1    Any Chuckwagon Participant failing a breathalyser test for alcohol, (zero tolerance = 0.00%), prior to racing will result in the following:

a)     Driver – Outfit will be suspended from competing in that evening’s performance and receive a No Time (plus be assessed a $2,500.00 fine) Driver will forfeit advertiser tarp money (pro-rated) for that performance.  All fines must be paid prior to re-instatement.

b)     Outrider will be suspended from competing in that evening’s performance (plus be assessed a $2,500.00 fine). The fine must be paid prior to the outrider being reinstated. 

c)     If a Chuckwagon Participant refuses to take any such tests, they shall be disqualified immediately from participating in the Derby plus be assessed a $2,500.00 fine. 

13.2    The Stampede will assign two (2) Stampede Officials to administer record and report the breathalyser screening to the Western Events Director.

13.3    Any Chuckwagon Participant failing any screen test for cannabis (THC), (zero tolerance), prior to racing will result in the following:

a)     Driver – Outfit will be suspended from competing in that evening’s performance and receive a No Time (plus be assessed a $2,500.00 fine) Driver will forfeit advertiser tarp money (pro-rated) for that performance.  All fines must be paid prior to re-instatement.

b)     Outrider will be suspended from competing in that evening’s performance (plus be assessed a $2,500.00 fine). The fine must be paid prior to the outrider being reinstated. 

c)     If a Chuckwagon Participant refuses to take any such tests, they shall be disqualified immediately from participating in the Derby plus be assessed a $2,500.00 fine. 

Medical cards for cannabis use are not an acceptable exemption for any Chuckwagon Participant.

13.4    The Stampede will assign an independent company to screen Chuckwagon Participants for zero tolerance, banned and illegal substances.  Throughout the 10 days selected participants will be notified of their random screening and informed of the location and time for the screening.

13.5    A Chuckwagon Participant failing or refusing a drug test will be immediately suspended from further competition during that Derby and will be disqualified from competing the following year or the next year they qualify to compete.

14.    Disclosure of Alcohol, Drug and Foreign Substance Abuse

All horse and Chuckwagon Participant violations of alcohol, drug and foreign substance abuse will be disclosed to their respective professional Chuckwagon association in writing.  This information WILL NOT be made public by the Stampede or Stampede Officials.

15.    PENALTIES

Note:  Judges Discretion (“JD”) means that the Judges will have the

discretion to assess the number of penalty seconds and/or the fine            amount for the indicated infraction.

Additional offences during the same year of competition will be assessed a 1 – 5 second penalty plus Judges’ discretion and a matching fine: 1 second - $1,000, 2 seconds - $2,000, 3 seconds - $3,000, 4 seconds - $4,000, 5 seconds - $5,000.

 

IE  A wagon driver that makes contact with  and impedes another wagon or team on the track, will be assessed a 1-5 second penalty plus Judges’ discretion and a matching fine: 1 second - $500, 2 seconds - $1,000, 3 seconds - $1,500, 4 seconds - $2,000, 5 seconds $2,500. Additional offences during the same year of competition will be assessed a 1 – 5 second penalty plus Judges’ discretion and a matching fine: 1 second - $1,000, 2 seconds - $2,000, 3 seconds - $3,000, 4 seconds - $4,000, 5 seconds - $5,000.

 

IF  A wagon driver that causes interference in the infield that prevents another wagon or team from completing the race will be assessed a 20-second penalty, a $5,000 fine and a suspension of one performance. A second offense in the same or subsequent year of competition – a 20-second penalty, a $10,000 fine and disqualification.

 

IG  A wagon driver that causes interference on the racetrack that prevents another wagon or team from completing the race will be assessed a 30-second penalty, a $10,000 fine and a suspension of two performances. A second offense in the same or subsequent year of competition – a 30-second penalty, a $20,000 fine and disqualification.

 

          IH   Wagon driving in traffic where there is no box or hole (wagon hub to wagon hub width (Prior penalty RR)                                  5 sec.

 

        II   Wagon driver attempting to make a hole by exhibiting aggressive driving (Prior penalty SS)                                                  10 sec.

 

 

IJ  A chuckwagon participant who, before, during or after a race, displays unsafe actions or behavior that increases the risk of an accident.       JD

 

IK  A wagon driver or outrider that causes interference of a nature not outlined specifically in these rules. JD

         

 

          ADDITIONAL INTERFERENCE FINES

 

        If chuckwagon (driver or outrider) interference occurs at anytime while hitched, including morning practice, prior to, during or after a race, which  results in an injury to a horse, the driver whose horses(s) sustained the injury shall be compensated according to the following guidelines:

 

a)         If the interference results in a minor bruise, contusion, or laceration (not requiring sutures) that limits the horse from competing in its regular racing schedule - $500.

 

b)         If the interference results in a major injury or laceration (requiring sutures) and the horse must be withdrawn from its regular racing schedule - $1000.

 

c) If the interference results in a serious injury, laceration or fracture that prevents the horse from competing for the remainder of the year - $2,000.

 

          The source of the compensation for injury to a horse shall be provided from the fine assessed to the Wagon driver whose outfit caused the interference.   

 

          All medical attention remains the responsibility of the owner of the injured horse.  The appropriate fine will be determined following completion of the medical assessments.  If necessary, Stampede Officials shall have the right to consult with the attending veterinarian to assist in the determination of the appropriate category of the injury.

 

          If a chuckwagon driver or outrider creates interference and causes an accident resulting in the death or euthanization of one or more horses within forty-eight (48) hours, an additional fine of $10,000.00 per lost horse will be levied against the wagon driver of the offending outfit.  The Stampede will assess the wagon interference infraction at the time of the incident - in the event that a lost horse(s) fine assessment is applied to the same incident the total fine assessed will be the interference fine and the amount of the fine of the lost horse(s).

 

          The Stampede will collect the additional fine and compensate the driver who sustained the loss of the horse(s). The Stampede may deduct an amount to cover the cost of veterinary expense prior to compensating the driver.

 

The Chuckwagon Safety Commission can decide on its own to convene a hearing to review interference fines and/or suspensions and/or disqualifications that have been assessed or not assessed by the Judges during the chuckwagon races.

 

          No compensation or fine relief will be provided to a driver who is penalized for an infraction resulting in injury or death to any of his own horses or any horses he may be leasing.

If a driver, outrider, or wagon causes another wagon outfit penalties, it is at the Judges' discretion to penalize the wagon outfit causing the penalties, the same amount of penalties incurred (by the fouled outfit). 

 

         

         

 

 

16.    AVERAGE TIME

 

Average time may be awarded by the Judges, if the infraction was no fault of the fouled wagon.  The wagon shall receive the average running time of the heat immediately before and immediately after the heat in which the affected wagon was fouled, plus the penalties incurred by the fouled wagon prior to the foul taking place, excepting those incurred as a result of the foul. Should there not be a heat immediately before or immediately after; then the two consecutive races immediately before or immediately after will constitute the average time.  Average time will qualify for day money in order of placing. 

 

17.    NO TIME

 

No time will be assessed for a wagon if that wagon fails to finish a race due to that outfit's actions.

 

After the sound of the klaxon until the end of that race, if one or more wagon horses falls (off all four feet), that wagon will receive a no time.  However, if another wagon outfit caused the horse or horses to fall, that wagon will receive average time. The wagon outfit causing the infraction shall receive no time if he wrecks his own outfit and cannot run. If he finishes the race, then penalties will be assessed according to the severity of the incident.

 

         

18.    RE-RUNS

 

There will be no reruns awarded.

 

 

19.    RACE RESULTS

 

All track time penalties will be assessed within one half hour of the completion of the final heat of each performance and posted as “un-official”.  Stampede Officials have the authority, in their sole and unfettered discretion, to extend this time limit if required.

 

Race result sheets, posted each evening, are considered “Un-official” pending confirmation by Stampede Officials of the accuracy in transferring Judges’ card data to the Race Results Sheets, after which the Race Results will be deemed “Official” and released as such.

22.    CHUCKWAGON SAFETY COMMISSION TERMS OF REFERENCE

GENERAL
 
The Chuckwagon Safety Commission (“CSC”) has been established by the Calgary Stampede (“Stampede”) to enforce the Code of Conduct for Chuckwagon Participants (including but not limited to drivers, outriders and any and all individuals associated with a chuckwagon outfit) in the GMC Rangeland Derby and to act as a review and appeal body with respect to interference infractions that occur during the chuckwagon races of the GMC Rangeland Derby.  Any changes in the CSC are at the approval of the CEO of the Stampede.
 
In addition to holding Chuckwagon Participants accountable to the Code of Conduct, CSC decisions will be made with the primary purpose of ensuring the safety of Chuckwagon Participants, animals and the public, while maintaining and enhancing the reputation of the Stampede, and the GMC Rangeland Derby.
 

MEMBERSHIP
 
The Stampede shall appoint three members to the CSC who will be neither directors, volunteers nor employees of the Stampede. The Stampede shall also appoint an alternate member to the Chuckwagon Safety Commission to provide for occasions where perceived or real conflicts of interest may arise, and to provide for continuity and succession planning.
 
The Stampede shall designate one of the members as the Chairman of the CSC. The Chairman will be responsible for communicating the CSC’s rulings to the Stampede and the Chuckwagon Participants.  The Chairman will also be available to assist the Stampede in communicating the CSC’s rulings to the media and public.
 
In order to provide continuity to CSC, the members of the CSC shall each be appointed for an initial three year term, subject to the satisfactory performance of their duties as CSC members, as determined by the Stampede Chuckwagon Committee Executive (Chair, Vice-Chairs, Director and Senior Management responsible for chuckwagons).
 
Following completion of the respective CSC member(s) term(s), the Stampede Chuckwagon Committee Executive will bring forward a recommendation to the Board to reappoint or replace individual members of the CSC for a term(s) to be determined.  (A balance between the desire for continuity and succession planning will be factored into future appointments.)
 
If, for any reason, one of the CSC members is unable to complete their term, the Stampede Chuckwagon Committee Executive would bring forward a recommendation to the Stampede for a replacement appointee to the CSC.
 
Quorum for the CSC is two full-time members of the CSC.  Stampede Officials, in their sole and unfettered discretion, may appoint persons as ad hoc acting members of the CSC to act if the CSC is unable to establish a quorum.
 
CSC members will be paid for serving on the CSC.  The initial rate of remuneration has been established by the Stampede CEO.  Any future rate changes would be approved by the Stampede CEO.
 

AUTHORITY
 
The CSC has the following authority:

Enforcement of the Code of Conduct
 
The CSC is responsible for imposing fines, suspensions and/or disqualifications in the event that the CSC determines any GMC Rangeland Derby Chuckwagon Participant either:

Exhibited conduct which was unbecoming to the sport of Chuckwagon Racing in general.  This would include any breach of the Chuckwagon Participant’s Code of Conduct.

Any conduct which the CSC deemed harmful either to horses or competitors during the chuckwagon races.
 
The Code of Conduct will be enforced by the CSC at any time prior to, during or following the GMC Rangeland Derby, provided that any violation of the Code of Conduct has an impact on the Stampede, the GMC Rangeland Derby or its reputation as determined by the CSC.

Review and Appeal of Interference Infractions
 
The CSC is authorized to act as the review and appeal body with respect to interference infractions that have been assessed by the Judges during the chuckwagon races.
 
The CSC is responsible for determining if the assessed fine and/or suspension and/or disqualification, as documented in the GMC Rangeland Derby Rule Book, is appropriate for that specific infraction.
 
After conducting a review or appeal hearing, the CSC has the authority to waive, reduce, confirm or increase the assessed fine and/or suspension and/or disqualification.
 
The CSC does not have the authority to change or overrule any time penalties that have been assessed (or not assessed) by the Judges.
 
The Stampede may, from time to time, add to the responsibilities and authority of the CSC if the Stampede in its sole and unfettered discretion, deems it so appropriate, and in the best interests of the Stampede and the conduct of the GMC Rangeland Derby.
 

HEARINGS
 
The CSC can decide on its own to convene a hearing to: a) address Code of Conduct breaches, or b) review interference fines and/or suspensions and/or disqualifications that have been assessed or not assessed by the Judges during the chuckwagon races.
 
In addition, the CSC could also receive a request to convene a hearing to: a) address Code of Conduct breaches, or b) consider an appeal of interference fines and/or suspensions and/or disqualifications that have been assessed by the Judges during the chuckwagon races.
 
Under either instance involving a request to convene a hearing, the following conditions will apply:

Code of Conduct Review Process
 
Judges, Chuckwagon Participants or the Stampede Chuckwagon Committee Executive shall have the ability to request a hearing related to an alleged breach of the Code of Conduct.
 
Any request for a hearing must be submitted in writing within 48 hours of the incident occurring or within 48 hours of the incident being made public.  The CSC will also consider the merits of convening a hearing if a request is submitted in writing outside of the 48 hour timeframe, if the CSC determines that circumstances warrant. The written request must be legible, detailed, dated and signed.  It must be delivered to the Rodeo/Chuckwagon Office, Attention: Chuckwagon Safety Commission.  Requests for a hearing from a Chuckwagon Participant must be accompanied by a $750 deposit to be placed with the Stampede that would be forfeited if the alleged breach of the Code of Conduct is determined by the CSC to have occurred; if the appeal is accepted the deposit would be refunded.

Interference Infraction Appeal Process
 
A chuckwagon driver who was a participant in a chuckwagon race heat in which interference fines and/or suspensions and/or disqualifications were assessed shall have the ability to request a hearing to appeal the assessment of interference fines and/or suspensions and/or disqualifications from that race heat, other than time penalties, as they are not subject to appeal or review by the CSC.
 
Any chuckwagon driver-initiated appeal for review must be submitted in writing by no later than 8:00 a.m. of the morning immediately following the chuckwagon race heat.  The written request must be legible, detailed, dated and signed.  It must be delivered to the Rodeo and Chuckwagon Office, Attention: Chuckwagon Safety Commission.  The driver must include a $750 deposit to be lodged with the Stampede on the understanding that if the CSC rules in favor of the driver’s appeal, the deposit will be refunded.  Unsuccessful appeals will result in the deposit being forfeited.
 
If a chuckwagon driver has an unsuccessful appeal in respect of a prior race heat, this does not prevent him from appealing a separate interference infraction during a subsequent race heat, provided that each subsequent appeal is accompanied with a $750 deposit to be lodged with the Stampede.
 
In all cases, once a hearing has been initiated, the Chuckwagon Participant whose action(s) or conduct is being reviewed will be provided the opportunity to attend before the CSC and answer to his actions during the chuckwagon races or to any complaint that has arisen against him.  Furthermore, the CSC may further consider any representations from the Judges, other Chuckwagon Participants, Stampede Officials or other Stampede representatives, or any other individual that the CSC deem appropriate, in the sole discretion of the CSC.
 

RULINGS
 
Whenever practically possible during the GMC Rangeland Derby, it is desirable that any CSC decisions or rulings involving suspensions or disqualifications of Chuckwagon Participants be made by the CSC and announced by 2:00 p.m. prior to the next performance.
 
In all cases, CSC rulings will be communicated in writing to the Chuckwagon Participants whose actions or conduct were under review by the CSC.
 
All decisions and rulings of the CSC are final and not subject to further appeal.  The CSC may reconsider a previous decision or ruling made by the CSC if new information comes forward.
