PAYOUTS

The Stampede reserves the right to adjust prize money pay-out for the Derby performances following the cancellation of any performance(s) or portion of a performance and/or the receipt of drug, medication or foreign substance identification reports.

All Payouts will be paid by Direct Deposit – please present a void cheque with your banking information or confirmation of continuing banking information to the Rodeo/Chuckwagon Office prior to the first day of the Derby.

Day money will be released after the 4th and 10th days.  Aggregate bonus money will be released after the 10th day.  Final Showdown money will be released after receipt and verification of drug test results from that heat – about 10 days post Stampede.

Canvas Auction monies will be disbursed by the Stampede as follows:

$15,000.00 plus GST as applicable to the driver after the fourth day of racing at the Derby.

Balance to the driver after the tenth day of racing at the Derby.

In the event that a driver and/or wagon outfit is unable to complete the full ten days of chuckwagon racing, due to injury, illness, suspension or disqualification the driver will be eligible on a pro rata basis to any canvas auction and day monies earned and not forfeited for the days they competed.  If the Stampede secures a replacement driver and/or wagon outfit that replacement driver/wagon outfit will be eligible for any canvas auction and day monies earned or the days they race. If the Stampede and Advertiser mutually agree that the replacement driver is not acceptable to the advertiser then the advertiser will be reimbursed on a pro rata basis and the replacement driver will not receive any canvas auction monies, providing the Advertiser is not responsible for the disqualification of the initial driver.
 
The Driver is entitled to all prize money and trophies awarded at the Derby, except any monies and trophies forfeited or withheld as a result of fines, penalties, suspension or disqualification.

ADDITIONAL AWARDS

 

        20.1  Orville Strandquist Memorial Rookie Driver Award

 

The Orville Strandquist Memorial Rookie Driver Award is awarded to a driver with the fastest total running time (including penalties) in his first year driving in the Derby after 10 nights of racing.   A bonus of $3,000.00 will be awarded to the winner.  In the event of a tie, the driver with the least penalty seconds will receive the award.

 

20.2  Safety Award

 

The Safety Award is awarded to the driver with the fewest penalty seconds after successfully completing Round 1 (Days 1 through 8) of competition.  In the event of a tie, the driver with the fastest total running time will receive the award.  A bonus of $5,000.00 will be awarded to the winner.

 

20.3  Outstanding Outrider Award

The Outstanding Outrider Award is awarded to the outrider with the most points accumulated over the first eight days of racing. Points are awarded daily based on the finish of each wagon an outrider rides for that day. Wagon finish will be total time / day money placing with the first place wagon equal to 36 points for both outriders of that wagon. Points will grade down to 1 point per outrider riding for the wagon in 36th spot on the day. Additional consideration will be given for public appearances, professional conduct and outstanding sportsmanship on and off the race track.

The winner receives a trophy bronze and a cash award of $3,000.

20.4  Equine Athlete of Excellence Awards

 

The Stampede Equine Athlete of Excellence awards recognize the top equine athletes at the Derby. Six horses; the right leader, left leader, right wheeler, left wheeler and two outriding horses will receive the award at each Derby. Points for individual horses are accumulated on Days 1 – 8 based on the finish of the top five wagons each day. Trophy Halters will be awarded to the horse which has accumulated the most points in each of the six positions. An individual driver who owns a named horse in a particular position is not eligible to have another winning horse named to any of the remaining positions, and in such case, the next eligible horse with the most accumulated points will be awarded the Trophy Halter for such position.

This Rule Book supersedes all previous editions.

The GMC Rangeland Derby is the chuckwagon racing event held annually during the Calgary Stampede.

The Calgary Exhibition and Stampede Limited hereinafter referred to as “Stampede”.

The Calgary Stampede GMC Rangeland Derby hereinafter referred to as “Derby”.

“Stampede Officials” shall comprise those individuals designated by the Calgary Stampede to produce and conduct the operation of the Calgary Stampede GMC Rangeland Derby.

“Chuckwagon Participants” includes drivers, outriders, and/or members of a chuckwagon outfit holding accreditation issued by the Calgary Stampede.

MODIFICATION OF RULES AND REGULATIONS

Stampede Officials shall in their sole and unfettered discretion have the right at any time to add, delete or modify a Rule or Rules in order to clarify or address a circumstance or action not previously outlined or contemplated in the existing Calgary Stampede GMC Rangeland Derby Rule Book, or as otherwise Stampede Officials may deem appropriate in their sole and unfettered discretion.

1.      CODE OF CONDUCT

1.1  All Chuckwagon Participants will:

        a) Exhibit standards of professional behavior which will maintain public confidence and trust in the integrity of the Derby, the sport of chuckwagon racing    and/or the Stampede;

        b) Consistently demonstrate the spirit of sportsmanship, upholding the integrity of the sport as well as the integrity of the Derby and ethical conduct in the best interest of the safety of all participants and horses.

        c) Ensure participation, and the actions of any and all individuals associated with their chuckwagon outfit in the Derby, is conducted in accordance with the Derby Rule Book;

        d) Promote a safe sporting environment by avoiding any behavior in the chuckwagon barns or on the track – before, during and after the race – that compromises the safety of animals and/or other participants; 

        e) Ensure responsible welfare of all horses under their care in handling, treatment and transportation;

        f) Provide for the continuous well-being of horses by encouraging routine inspection and consultation with health care professionals and competition officials to achieve the highest possible standards of nutrition, health, comfort, sanitation and safety as a matter of standard operating procedure;

        g) Treat all other Chuckwagon Participants with respect and dignity, and avoid any actions that might threaten or intimidate any person or organization involved in the Derby, including, but not limited to, spectators, canvas advertisers, sponsors, other chuckwagon participants and Stampede Judges, Stampede Officials, staff and volunteers;

        h) Refrain from public or private criticism of the manner in which the Judges, Chuckwagon Safety Commission, or Stampede Officials perform their duties or resolve any dispute or disciplinary matter.;

        i) Cooperate in the enforcement of the Derby Rule Book and this Code of Conduct, and agree to accept the authority and decisions of the Stampede Judges, Chuckwagon Safety Commission and Stampede Officials.
 
1.2       Chuckwagon Participants shall be subject to sanctions of the Chuckwagon Safety Commission if they are found to have breached the Code of Conduct.
 
2.      GENERAL RULES
 
2.1    Drivers by acceptance of the Stampede Invitation agree to be placed into the Canvas Auction.  The order of the sale for Canvas Auction will be:
        a) order of finish of the previous year’s final four drivers (champion goes first);

        b) drivers in order of total dollars won at the previous year’s Derby - any ties in dollars won will be broken by final placing at the previous year’s Derby; 

        c) returning drivers who did not compete at the previous year’s Derby in alphabetical order;

        d) rookie drivers invited to participate in alphabetical order;
 
         The final order of sale will be at the discretion of Stampede Officials.
 
2.2    Drivers and their wagon outfits by acceptance of the Stampede Invitation agree to participate in each of the ten performances of the Derby. 
 
2.3    A decision to postpone or cancel any performance, or part thereof, due to unsatisfactory conditions will be made by Stampede Officials. 
 
2.4    Extra performances may be added to replace cancelled performances at the sole discretion of the Stampede.  Any racing results of a partially cancelled performance will NOT be included in aggregate standings.  Any fines and/or suspensions and/or disqualifications levied prior to cancellation in a partially cancelled performance may be assessed at the discretion of Stampede Officials.

2.5    Drivers must meet physical standards as required for safe operation of a chuckwagon; this is to be determined by the Stampede physician.  The Stampede medical certificate recording physical fitness must be completed by a board certified physician, submitted and accepted by the Stampede prior to the Driver being allowed to race.  Drivers may be subject to further examination by the Stampede physician at the discretion of Stampede Officials. This includes any concussion, field of vision, or strength evaluation as deemed necessary in follow-up care of any injury resulting from an incident for any Chuckwagon Participant appearing on the track.  Each driver is responsible for the physical well-being and mental alertness of his outriders and driver’s assistant.

2.6    Outriders must meet physical standards and a Stampede medical certificate recording physical fitness must be completed by a board certified physician, submitted and accepted by the Stampede prior to the outrider being allowed to race.

2.7    A driver and/or outrider must be a minimum of 16 years of age and a maximum of 65 years of age as of the first day of competition of the Derby.

2.8    The Stampede does not tolerate the use of alcohol or illegal drugs.   All Chuckwagon Participants are subject to random medical examinations and/or drug and alcohol screening, as determined by Stampede Officials, acting in their sole and unfettered discretion.

2.9    Participants who produce a positive drug or alcohol test result will be suspended from racing as per section 13.

2.10  The Stampede does not guarantee that a chuckwagon driver and/or wagon outfit will perform for ten consecutive days.

        a) If a driver must be replaced due to illness, injury or compassionate reasons prior to or during the Derby, Stampede Officials must approve the replacement driver.

        b) If a driver is suspended or disqualified, Stampede Officials, in their sole and unfettered discretion, have the right to replace that driver and/or wagon outfit for the performance(s) during which the suspension or disqualification is in effect.  The replacement driver and wagon outfit will be entitled to all prize monies and canvas proceeds on a pro rata basis for the performance(s) in which they compete. 

        c) If a driver is unable or decides, for any reason, not to compete at the Derby after the Canvas Auction for that year has taken place; Stampede Officials, in their sole and unfettered discretion, may replace the driver and wagon outfit with another driver. The replacement driver and wagon outfit will be entitled to all prize monies and canvas proceeds on a pro rata basis for the performances in which they compete.

2.11  Fines and/or suspensions and/or disqualification will be levied for any actions, including breaches of the Code of Conduct, committed by Chuckwagon Participants on or off the track which are deemed detrimental to the sport of chuckwagon racing and/or to the Stampede. 

2.12  Chuckwagon Participants shall at no time interfere with the conduct of duties by Stampede Officials.

2.13  Chuckwagon Participants with a dangerous driving and/or riding record may be deemed by the Stampede, in its sole and unfettered discretion, to be ineligible for competition, either in the current Derby or at a future meet.

2.14  Should a driver, of his own accord, fail to complete the race meet, he will be ineligible for an invitation the following year.  Stampede Officials will review the details of any such infraction to determine if there will be any dispensation such as medical or compassionate grounds.

2.15  Any Chuckwagon Participant who has been disqualified from the Derby, for whatever reason, will not be invited to future Derby competitions unless reinstated.  The disqualified Chuckwagon Participant must apply in writing by September 1st for reinstatement consideration for the following year by the Chuckwagon Safety Commission and the Stampede. 

2.16  Drivers and replacement drivers shall not compete in more than two (2) heats per night. Replacement drivers must be approved by the Stampede and its designated Stampede Officials and are bound by the same rules as all other qualified drivers.

2.17  Designated Stampede Officials have the right to check all drivers and outriders before they enter the racetrack or infield, and disqualify any driver or outrider who, for any reason should not be allowed to run. All Chuckwagon Participants including all drivers, outriders, chuckwagon personnel, canvas advertisers and guests are at all times answerable to the Stampede and its designated Stampede Officials.

2.18  A driver or outrider may not place a wager, or have a wager placed on their behalf, on the outcome of any Derby chuckwagon race, races or overall race placing.

2.19  A suspended or disqualified driver is not allowed to participate as an outrider or driver’s assistant, and a suspended or disqualified outrider is not allowed to compete as a driver or driver’s assistant. 

2.20  All drivers shall be responsible for the conduct of any and all individuals associated with their wagon outfit throughout the course of the Derby.

2.21  Each outfit is to consist of a wagon drawn by a four (4) horse team with driver, and two (2) mounted outriders, all dressed in western attire, including cowboy hats or race helmets.  Driver, outriders and driver's assistant jackets must be same colour and will match the barrel position colour for the heat they are competing in.  Each outfit is to wear the following colours based on barrel position:

        #1 - WHITE        #2 – RED           #3 – BLACK        #4 - YELLOW

2.22  All drivers, driver assistants and outriders must wear a CSA Approved Flak jacket at all times while on the racetrack during the races and in training.

2.23  Each driver is allowed to take one (1) driver’s assistant with him in the chuckwagon and one (1) additional helper on foot if required through the four-furlong pass gate each evening.  The additional helper will not be allowed to accompany his wagon beyond the four-furlong chute when the wagons are called for a heat. The driver’s assistant must be out of the wagon before it pulls into the infield prior to the commencement of the race.  Penalty for first offence ‑ $100; 2nd offence ‑ $200; and subsequent offence(s) – three (3) seconds added to running time for each offence.  At the conclusion of the race, the driver’s assistant must get on the wagon at the four-furlong turn around point (see Section 12).

2.24  No Smoking in the Barns or in a 25’ perimeter around the Barns.  1st Offence is a warning, 2nd Offence Stampede Gate Accreditation will be revoked, the participant removed from Stampede Park and the participant suspended from the Derby. 

2.25  No smoking on the race track during racing.  Smoking in 4 furlong is permitted while awaiting your heat – please extinguish appropriately and responsibly before entering the track.

2.26  A Fire Extinguisher must be present at all BBQ sites in lot 25. 

2.27  Drivers failing to attend any required and posted Driver’s meeting and /or their designated GMC Trading Card Autograph sessions* will be fined as follows:

        1st offence - $300.00; 2nd offence - $500.00; 3rd offence - $750.00;

        4th offence - $1,500.00

        * The final four drivers are required to attend the GMC Trading Card Autograph session on final Sunday.

2.28  Each Chuckwagon Association can designate a maximum of two official farriers.

2.29  A track surface committee will meet prior to each Derby and as required throughout the Stampede.  The track surface committee’s primary responsibility is to provide input on the preparation of the track to promote safety for all participants.  Four drivers (two from each association) will be appointed to represent all 36 drivers as it relates to addressing track surface issues.  All drivers are asked to bring forward any track surface issues to the driver representatives for consideration by the track surface committee.  The Stampede will assign representatives to the committee, with a Stampede Official designated to act as chair.  The committee input will be taken into consideration with the Stampede having the ultimate responsibility for track preparation decisions.

2.30  Track grooming on days 1 – 8 shall be every 3 heats after heats 3 and 6 nightly. Days 9 and 10 shall have track grooming after heats 3, 6 and 8.  At any time Stampede Officials may call for additional grooming should there be major weather or an incident on the track whereby the track becomes damaged in such a way as to be detrimental for racing to continue without grooming.

2.31  In the event of a track incident NO Chuckwagon participant shall enter the racetrack with a motorized vehicle of any kind.  Only Stampede and Emergency service vehicles are permitted on the racetrack.  Chuckwagon participants are required to respect the guidance and instructions of Stampede personnel.

2.32  Drivers during the course of a race shall NOT be in communication by any means with non-participants in the race.  Communication between drivers, outriders and officials on the track is expected as due course and for safety precautions.  Any Driver found to be receiving off track assistance through verbal or other signal options will be suspended and/or disqualified upon review of the infraction by Stampede Officials.

2.33  On the track drivers receiving verbal communication from the Arena Director, the Official Stampede Veterinarian or from the Head Judge through the Arena Director must comply with the direction and instruction indicated in the communication.

3.      DAMAGE AND THEFT

Drivers will be held financial accountable for any theft of, or damage to, Stampede property during the Derby including all Derby jackets allotted to the driver and his driver’s assistant. Any costs incurred by the Stampede with respect to damages and theft will be deducted from the driver’s final Derby payout.  Consideration will be given to the Champion Driver to retain his winning jacket without penalty. 

Outriders not returning their allotted jackets will be suspended from accreditation and competition the following year pending return of the jacket(s) or financial restitution.  Consideration will be given to the Champion Outriders to retain their winning jackets without penalty. 

4.      STALLING

Each chuckwagon outfit will be permitted a maximum of 14 stalls on Stampede Park. Chuckwagon and outrider horses are to be stabled in an area designated by Stampede Officials.  The stabling of any chuckwagon or outrider horses in any stalls designated for other Stampede events is strictly prohibited, with wagon drivers being subject to a fine by Stampede Officials for failure to comply.

5.   WAGONS & EQUIPMENT

5.1    The Stampede will furnish each driver with an identifying mark(s) and the corporate signage of GMC to be attached to the wagon in a location(s) designated by Stampede Officials. The penalty for not showing these markings is $500.

No other corporate signage or messages will be permitted on the wagon box, running gear, or equipment. Any unapproved signage appearing on the tarp, wagon box, running gear, equipment or the driver will be considered a violation of your driver contract.

5.2    Wagon and harness must be in good condition and it is the responsibility of each driver to maintain his equipment in good condition throughout the Derby.  An initial wagon inspection, weigh in and magnetic imaging of the pole will be scheduled prior to the first day of racing and the Driver must be in attendance.  Random wagon inspections will be conducted throughout the Derby.

5.3    Should any repairs of equipment be required during warm-up, in the four furlong chute or during the practice turns of a race – such repairs will be conducted within the 10 minutes allowed and with like / appropriate materials or entirely replaced with other equipment. The arena director will advise the driver when the 10 minute clock starts.

5.4    Any wagon involved in a collision incident during the derby will be re-inspected.  It is the driver’s responsibility to notify the Calgary Stampede Chuckwagon Administration office of any occurrence in the barn and hitching area.

5.5    A wagon cannot be used in consecutive heats.

5.6    Each wagon shall weigh at least 1,325 pounds with the driver on the seat. All wagons shall be weighed on the weigh scales at Stampede Park prior to 2 p.m. on the first day of the Derby.  The driver of the wagon must be present for the weigh in.  The driver will be subject to a fine of $1,000 for not being present. 

5.7    Drivers will be responsible for supplying additional metal weight if required.  The metal weight must be attached permanently to the wagon box or running gear, either welded or bolted.  Weights must be registered with Stampede Officials at the Rodeo and Chuckwagon Office.

5.8    If at any time, after the official weigh in, a written complaint from another wagon driver, accompanied by a $500.00 bond, is received at the Rodeo and Chuckwagon Office by Stampede Officials, the wagon and driver, in relation to which the complaint is filed, shall be re-weighed at the weigh scales at Stampede Park immediately after that day’s race.  If the complaint is not upheld, the $500.00 bond will be forfeited and the complainant's name will be released.  However, if the complaint is upheld, the complainant’s name will not be released and the $500 bond will be returned.  If the wagon and driver, when re-weighed, do not meet the weight requirements, the driver will be penalized $1,000.00 for the first offence, and will receive a penalty of two (2) seconds for that race.  A second offence will result in disqualification from racing for the remainder of that year. 

5.9    Wagons must be of traditional round‑up wagon design with wooden box and floor, and square corners with no outside metal corners or braces. Construction materials other than wood (synthetic materials or other suitable substances) must be approved by the Stampede prior to official weigh-in.

5.10  Outside dimension shall not be less than 38 inches wide, 20 inches high, and 11 feet 4 inches long.  Width of running gear must not be more than 64 inches wide from centre of spoke at hub to centre of spoke at hub on corresponding wheel.  The chuckwagon must have standard running gear, with traditional large hubs and tapered spindles.  No lubricant seals which facilitate an oil bath and no machined roller bearings will be permitted. Hubs must not be extended beyond the outside of the truss rod nut.    

5.11  Iron/steel wagon tires must be rounded with no sharp edges.  

5.12  No false bolsters are allowed and the bolster pin must be secured and must not extend down more than 1 inch past the bottom of the axle.  No bolts are permitted to extend more than one inch.  King Pin guards are recommended. They must be smooth and not protrude down any more than 1.5 inches.

5.13  Metal poles are mandatory and metal or wood reaches are acceptable.  New metal material is recommended for the construction of the wagon pole. The wagon pole must not extend beyond the lead eveners. Poles must include an internal safety wire.  All poles will be subjected to a magnetic imaging inspection scheduled during the wagon weigh-in period.  The Stampede will sandblast any painted poles as part of the imaging procedure.  Any pole not passing the inspection will be identified with its deficiencies and once repaired at the expense of the driver, the pole must be resubmitted and pass another imaging test prior to being allowed on the race track.

5.14  Bolts in the eveners, reaches and poles are recommended to be ½” or ¾” Grade 5 or better.

5.15  It is recommended that there be a 3” seat back and sides.

5.16  Hoops supporting the canvas shall be a minimum of 28 inches above the top of wagon box.  The back hoop must be perpendicular with the back of the wagon box. It is recommended that hoops be made of tubular material for additional strength.

5.17  Stove racks must not be more than 38 inches wide, 32 inches long and 14 inches deep, and must not extend past the back of wagon box.  Corners on the exposed portion of stove rack must be rounded with bent pipe or tubing.  No sharp corners.  Stove rack must be enclosed on 4 sides and bottom with heavy gauge expanded metal mesh.  The sides above the stove rack are to be closed in with solid material - plywood or other suitable material.  The bottom of the stove rack must be 18 inches off the ground and the top of the stove rack must be 32 inches from the ground.  Stove racks must be secured on the side of wagon box as per the design.  No modifications will be accepted.

5.18  Regulation stoves must be supplied by the driver.  Stoves must be made of a collapsible material, and must be 16 inches in diameter, with 2 handles and must be red in colour.

5.19  Barrels will be constructed of a collapsible material, and of standard size. A marker is to be placed under each barrel. Markers will be set by designated Stampede Officials.

5.20  For safety reasons, both lead horses must wear a halter.

5.21  The driver of each wagon outfit must have his name placed on the lower front of both sides of the canvas.

5.22  Racing wagons can be used for promotional events off park during the Derby, but must pass a re-inspection before returning to the track for racing.  

6.      EQUINE CARE

6.1    At any time during the Derby, all chuckwagon horses and outrider horses will be subjected to examination(s) by an Official Stampede Veterinarian to establish chuckwagon racing soundness. (see Fitness To Compete section 7)

6.2    Horses deemed unsafe or unsound to race by the Official Stampede Veterinarian will not be permitted to race.  Grounds to scratch an outriding horse or wagon horse shall include lameness, injury, sickness or any other condition so noted by the Official Stampede Veterinarian as detrimental to racing soundness, health and/or safety. 

6.3    An outriding or wagon horse that is not appropriately shod on all four feet will not be allowed to race. (see Fitness To Compete section 7)

6.4    Stampede Officials, in their sole and unfettered discretion, have the right to remove any horses from Stampede Park at any time.

6.5    An equine ambulance will be available to remove horses from the track in case of injury.

6.6    The Official Stampede Veterinarian will have the right to euthanize an injured horse without the consent of the owner if it is deemed necessary, at the sole and unfettered discretion of the Official Stampede Veterinarian.

6.7    Chuckwagon Participants will be fined and/or suspended and/or disqualified for any mistreatment of livestock, or for any actions, including but not limited to negligence that result in the mistreatment of livestock.

6.8    No horse shall be beaten, mutilated, or cruelly prodded.    No sharp or cutting objects in cinch, saddle girths, or harness shall be permitted and no wooden paddles can be used.

6.9    The use of whips or the ends of lines on wagon horses will not be permitted.

6.10  The use of electric prods or devices are not permitted on any horses.

6.11  It is recommended that all outriding horses wear front leg wraps.

7.      FITNESS TO COMPETE & THERAPEUTIC MEDICATION CONTROL GUIDELINES

In order for a horse to compete in the Derby it must be deemed Fit to Compete by the Official Stampede Veterinarian of the Stampede.  This will be accomplished pre-event, race day, and post-race.  The following is an outline of the required process:

7.1    Mandatory Identification

All chuckwagon horses; wagon and outriding, participating in the Derby, will be required to have permanent identification in the form of a microchip implanted prior to being added to the driver’s list of eligible horses in the Fitness to Compete Database.  The microchips will be provided by the Stampede at a minimal cost to the driver.  Each driver should identify to the Stampede how many microchips they require for new horses in their stable. 

Rookie drivers and any returning drivers who last participated prior to 2011 will have microchips provided free of charge in their first or first returning year of participation in the Derby.

An opportunity provided by the Official Stampede Veterinarian at a race meet prior to the Stampede may be utilized to place microchips in new horses and for new drivers.

7.2    Pre-Event Examination:

All chuckwagon horses; wagon and outriding, will be subject to a veterinary examination prior to the beginning of the Derby.  Drivers will be given an examination time with the Official Stampede Veterinarian to have their horses inspected upon arrival at Stampede Park, examined and logged into the Fitness to Compete Database.

Each horse will be examined for markings, tattoos, estimated age, cardiovascular status, and musculoskeletal soundness.  At this time all horses are subject to random drug testing.

All drivers and Chuckwagon Participants are required to review and comply with the Non-Steroidal Anti-Inflammatory Drugs (NSAIDs) acceptable limits guidelines in this section. 

Any significant health or soundness issues will be identified and may require additional investigation such as radiography, ultrasonography, and endoscopy or laboratory tests at the expense of the competitor.  No animal may compete without passing the examination of the Official Stampede Veterinary Team. 

Once the horse has successfully passed the pre event examination it will be logged into the Fitness to Compete Database. Only animals within the driver’s Fitness to Compete inventory will be allowed to compete.  There is no limit to the number of horses the driver may have inspected, however stalls will be limited to 14 per driver.

7.3   Mandatory Rest Days:

No horse shall compete for the entire ten days of the Derby.  Mandatory rest requirements have been developed for the well-being of the animals.

Chuckwagon and outriding horses shall have at least one rest day after three (3) consecutive days of racing or two rest days after four (4) consecutive racing days.

7.4    Race Day Examination:

The driver is responsible for selecting his wagon and outriding horses.  The selection of horses, on race day, must be submitted to the Rodeo and Chuckwagon Office by no later than 3:30 PM on that race day.  The horses will then be logged into the Fitness to Compete Database to ensure that they do not contravene the mandatory rest days and that they have successfully passed the  initial examination by the Official Stampede Veterinary Team.

The start list will then be provided to the Official Stampede Veterinary Team for race day examination.

Each driver or his appointed assistant(s) will assist the Official Stampede Veterinary team with race day assessments, where the horses will again be visually inspected for competition.  The Official Stampede Veterinarian has the authority to remove/disqualify any horse that appears unhealthy or unsound.

Any horse removed or disqualified from racing as above will be marked unfit in the Fitness to Compete Database and must pass a fitness re-check by an Official Stampede Veterinarian before they will be eligible for racing.  It is the driver’s responsibility to initiate the re-check once they determine their horse is ready to race again.

During warm-up around H barn, the wagon teams may be monitored for soundness and the Backstretch Veterinarian can remove any horse that is deemed unfit or unsound.  The wagon teams may also be inspected as they marshal in the four-furlong chute. 

Horses may be selected for random pre and post-race drug-testing, at such times and places as may be determined by Stampede Officials, acting in their sole and unfettered discretion.

7.5    Post-Race:

As wagon teams leave the track through the backstretch gate, the Backstretch Veterinarian will monitor for signs of lameness, abnormal exertion or other health related issues.  Horses identified as such will have a temporary exclusion from racing recorded in the Fitness to Compete Database, the driver will be notified, and the affected horse can only be reapproved to race after it has been cleared by the Official Stampede Veterinarian.

For practical purposes, these re-check examinations will likely occur the day following the race, at which time the Official Stampede Veterinarian will reapprove the horse, defer for 24 hours, or exclude the horse until such time as the horse passes a re-check examination, up to the remainder of the Stampede for that year.

 Any wagon team that is not able to participate in the post-parade due to horse injury or health issues will automatically have an exclusion placed on the animal(s) in question. The requalification procedure will be the same as above.  Any outriding horse that is unable to complete the race will be subject to exclusion and requalification as per the Fitness to Compete protocols.

The Stampede reserves the right to verify all horses in the four-furlong chute or back pens with the starters list and any driver failing to comply will contravene the Fitness to Compete guidelines.

7.6    ANY DRIVER FAILING TO COMPLY WITH THE FITNESS TO COMPETE GUIDELINES WILL RESULT IN:

Disqualification from the remainder of the current Derby; and
Suspension from the next year the driver qualifies for the Derby; and
Be assessed a five thousand dollar ($5,000) fine; and
The wagon driver will forfeit, and be required to return to the Stampede, all prize money and awards received, if any, for the performance in which the failure to comply occurred.
  
7.7    Catastrophic Breakdowns/Sudden Deaths:
 
Any horse that suffers a catastrophic musculoskeletal injury requiring euthanasia will be drug tested. 
Any horse that dies suddenly during the course of the event will be subject to a post-mortem examination and drug testing.
The Stampede will incur the costs of these procedures, under the direction of the Official Stampede Veterinary Team.
 
7.8    Therapeutic Medication Control Guidelines:
 
The Derby follows the current Equine Canada Medication Control Guidelines. It should be noted that any withdrawal times noted below are guidelines only and the Stampede is not responsible for any positive test where the prohibited medication is detected if the medication was given outside of these guidelines.  It is the driver’s sole responsiblility to understand the medication guidelines with reguard to administration of any therapeutic medications.  The major changes to the prohibited medications are outlined below:
 
 7.9    Anabolic Steroids:
 
The use of anabolic steroids for chuckwagon/outriding horses is prohibited. Examples of these medications are:

Stanozolol (Winstrol) – 60 days
Boldenone acetate (Equipoise) – 82 days
Testosterone (Unitest, etc.) – 60 days
Nandrolone decanoate – 60 days
The suggested medication withdrawal time (following each medication) as indicated for this class of pharmaceuticals is according to the current medication detection limits. 
 
7.10  Non-Steroidal Anti-Inflammatory Drugs (NSAIDs):
 
The judicious use of NSAIDs for performing equines is still allowed under the Equine Canada rules.  However, the “stacking” of NSAIDs is not permitted.  This means that drug residue from more than one type of NSAID is not allowed in the serum or urine sample of a competition horse.  As a result, a given horse should only be medicated with one type of NSAID leading up to and during the entire Stampede.  A seven day withdrawal period should be given prior to utilizing another NSAID, so as not to cause a false positive drug test.
       
For example, horses can no longer be medicated with Phenylbutazone (Butazone) and Flunixin (Banamine) simultaneously.  A horse who receives Phenylbutazone post-race for mild exercise-induced soreness, should only receive Phenylbutazone throughout the course of the entire Stampede. 
       
Provisions for emergency use of a different NSAID can be made with the approval of the Official Stampede Veterinarian.  For example, a horse who has received Phenylbutazone every second day after racing, who then develops signs of colic, may be administered Flunixin.  This usage must be documented and reported to the Official Stampede Veterinarian, by the driver or an accredited Stampede Veterinarian, as to avoid a potential positive drug test and resulting sanctions.
 
7.11  Recommended Equine Canada Limits for Common NSAIDs:
 
The intended purpose of these allowable NSAIDs is to manage exercise-related inflammation and NOT to treat lameness for the purpose of competition.  Therefore, no part of the dose of a given NSAID shall be administered in the 12 hours preceding competition.

Phenylbutazone:  The maximum recommended plasma concentration of phenylbutazone is 15.0 micrograms per milliliter.  As a result, the maximum daily dosage of phenylbutazone is 2 grams per 24 hour period for a 1000 pound horse.

No portion of the dose shall be administered in the 12 hours prior to competition.

Flunixin meglumine (Banamine, Flunazine, etc.) :  The maximum recommended plasma concentration of flunixin is 1.0 micrograms per milliliter.  As a result, the maximum daily dosage of flunixin is 500 mg per 24 hour period for a 1000 pound animal.

No portion of the dose shall be administered in the 12 hours prior to competition.

Ketoprofen (Anafen, Ketofen, etc.) : The maximum recommended plasma concentration of ketoprofen is 0.25 micrograms per milliliter.  As a result, the maximum daily dosage of ketoprofen is 1 gram per 24 hour period for a 1000 pound horse.

No portion of the dose shall be administered in the 12 hours prior to competition.
 

Diclofenac (Surpass, Voltaren) : The maximum recommended plasma concentration of diclofenac is 0.005 micrograms per milliliter.  As a result, the maximum daily dosage of diclofenac is 146 mg topically to one site only.  This translates into 73 mg per 12 hour period. This amount of diclofenac is equal to a 5 inch ribbon applied twice daily to the affected joint.

Diclofenac cream shall be discontinued 12 hours prior to competition.

Meclofenamic Acid (Arquel): The maximum recommended plasma concentration of meclofenamic acid is 2.5 micrograms per milliliter.  As a result, the maximum dosage of meclofenamic acid is 0.5 grams per 12 hour period for a 1000 pound animal.

No portion of the dosage shall be administered in the 12 hours prior to competition

Naproxen (Naprosyn, Anaprox, Equiproxen): The maximum recommended plasma concentration of naproxen is 40.0 micrograms per milliliter.  As a result, the maximum daily dose is 4 grams for a 1000 pound horse.

No portion of the dose shall be administered in the 12 hours prior to competition.
 

Meloxicam Oral Suspension: The appropriate dosage of meloxicam oral suspension is 0.6mg/kg (300mg for a 500 kg / 1100lb horse) once per 24 hour period.

The withdrawal period for this medication prior to administration of another NSAID is 84 hours (3.5 days)

As Meloxicam Oral Suspension is being used in horses in an extra-label manner, a valid prescription form a veterinarian knowledgeable on the individual animal must be up to date and maintained by the owner of said horse.
 

Firocoxib (Equioxx, Previcox): The maximum recommended plasma concentration of firocoxib is 0.240 micrograms per milliliter.  As a result the maximum daily dose for a 1000 pound animal is 45.5 milligrams.

No portion of the dose shall be administered in the 12 hours prior to competition.
 
7.12  Infectious Disease:
 
Due to the number of animals on the grounds during this event, infectious disease is a concern. Any animal suspected of having an infectious disease should be isolated and examined by the Official Stampede Veterinarian immediately. 
If an infectious disease is suspected, the Official Stampede Veterinarian must be notified immediately by the driver or the attending Accredited Veterinarian. 
Competitors must comply with prescribed isolation and quarantine protocols.  Stampede Officials, in their sole and unfettered discretion, may order a driver(s) to remove a horse or horses from Stampede Park, and driver(s), shall forthwith after being ordered to do so, remove such horse or horses from Stampede Park, as ordered by Stampede Officials.
If a driver fails to comply with such an order, Stampede Officials may remove such horse or horses with the costs of removal being charged to the driver.
Jurisdiction will be transferred to the Canadian Food and Inspection Agency (CFIA) in the case of reportable diseases (EIA, Foot and Mouth, Rabies, etc.) 

7.13  Forbidden Drugs and Medications:

        a)     Any drug or medication not approved for use in Canada according to the Food and Drugs Act, R.S.C. 1985, c.F-27, as amended.

        b)     Any drug or medication not listed in the permitted medications list above and listed under the Controlled Drugs and Substances Act, S.C. 1996, and c.19, as amended.

        c)     Any drug or medication which has as one of its major pharmacological actions, a stimulant or depressant affect on the central nervous system.  

        d)     Any local anesthetic.

        e)     Any drug, medication or substance which in the opinion of the chemist interferes with the thorough testing of a sample.

        f)      Two or more NSAIDs identified as present in the same plasma or urine sample – “Stacking”; unless the OSV has cleared the usage as part of an emergency treatment as defined in section 7.10.

Stampede Officials shall appoint licensed technician(s) to obtain blood and/or urine samples. 

Stampede Officials may select for testing any wagon and/or outriding horse competing in the Derby.  Also, Stampede Officials will select for testing any of the four (4) wagon and two (2) outriding horses from each of the four (4) wagon outfits competing in the Final Heat of the 10th performance.  

Horses may be tested prior to and/or after competing in a performance, as well as the morning following a performance.  In the case of testing of horses prior to competing in a performance, the licensed technician will obtain blood samples at any location within the backstretch, barns and/or four-furlong chute as determined by Stampede Officials, in their sole and unfettered discretion.  

Wagon and outriding horses selected to be tested following a performance must remain in their stable area until 9:00 a.m. the next morning. Outriding horses selected must be taken to the driver’s barn and be available for testing immediately following the races. Test markings must be clearly visible on the selected horse(s). 

Refusal to permit Stampede Officials to appropriately identify horses for drug testing (including reading of tattoos, paint branding, taking digital pictures, or scanning digital identification), shall also constitute a violation of drug testing rules and subject the responsible driver to the combination of penalties, fines, suspension, and disqualification as outlined in section 7.14.

Refusal to submit the selected horse or horses for drug testing, and/or refusal or interference in allowing the licensed technician(s) to perform his/her duties related to the obtaining of blood and/or urine samples, shall constitute a violation and subject the responsible driver to the combination of penalties, fines, suspension, and disqualification as outlined in section 7.14.

Whether a blood sample is taken before or after a race, a reading of total serum bicarbonate (HCO3) content of 37 or more mmol/L is to be considered over the acceptable limit.  Penalties will be assessed as outlined in Section 7.14 (Penalties For Drug, Medication or Foreign Substance Identifications).

The wagon driver shall protect his horses (including any rented or borrowed horses) from the administration of any forbidden drug, medication or foreign substance.  The wagon driver shall be solely responsible for the condition of his horses tested regardless of the acts of third parties and regardless of the time of administration of any drug, medication, or foreign substance that results in identification in the official sample.

The identification of any prohibited drug, medication or foreign substance in any official sample of urine and/or blood obtained from tested horses shall constitute prima facie evidence that the performance of the horse was affected by the drug, medication, or foreign substance and that it was administered by the wagon driver having the care and custody of that horse.  Penalties and/or sanction shall be assessed to the wagon driver.

All decisions rendered by the Stampede and its designated Stampede Officials pertaining to drug, medication and foreign substances are final and are not subject to appeal in any manner whatsoever or howsoever.

7.14  Penalties for Drug, Medication or Foreign Substance Identifications

Penalties for forbidden drug, medication or foreign substance identifications shall be assessed as follows:

        a)     Disqualification from the remainder of the current Derby; and

        b)     Suspension from the next year the driver qualifies for the Derby; and

        c)     Be assessed a five thousand dollar ($5,000) fine; and

        d)     The wagon driver will forfeit, and be required to return to the Stampede, all prize money and awards received, if any, for the performance in which the forbidden drug, medication or foreign substance identification was obtained.

Additional penalties for forbidden drug, medication or foreign substance identifications shall be assessed as follows:

        a)     In the case of the winner of the Aggregate Award, the wagon driver, in addition to the penalties previously described, will forfeit, and be required to return to the Stampede, all awards received for winning the Aggregate Award if a forbidden drug, medication or foreign substance identification was obtained on any of his horses from any of the first eight performances of the current Derby.

In the case of all participants in the $150,000 Sunday Showdown Final Heat, the wagon driver, in addition to the penalties previously described, will forfeit, and be required to return to the Stampede, all prize money and awards received in the final heat if a forbidden drug, medication or foreign substance identification was obtained on any of his horses from any performance of the current Derby.

In the case of all winners of an Aggregate Bonus Award, the wagon driver, in addition to the penalties previously described, will forfeit, and be required to return to the Stampede, all aggregate bonus prize money and awards received if a forbidden drug, medication or foreign substance identification was obtained on any of his horses from any of the first eight performances of the current Derby.

Within ten (10) days of receiving notification by Stampede Officials that a forbidden drug, medication or foreign substance identification was obtained, the wagon driver is required to pay all fines and return the forfeited prize money and awards received, if any.  Failure to do so will result in the wagon driver being disqualified from future participation in the Derby.

Wagon drivers who have been assessed drug, medication or foreign substance related penalties by the Stampede may be subject to further disciplinary action by their respective Chuckwagon Associations.

8.      JUDGES

The Stampede will have the sole authority for hiring all chuckwagon judges. 

The chuckwagon judges will be responsible for judging the chuckwagon races during each performance of the Derby. 

There will be one (1) judging coordinator, four (4) wagon judges, four (4) outrider judges, and four (4) spotting judges (the “Judges”) and one alternate roving judge.

Judges have the authority to interpret and administer the rules as described in the Derby Rule Book, to add to or modify the rules and penalties and decide all rulings in the best interests of the Derby.

The Judges shall have sole and unfettered discretion, and the ultimate decision of the Judges shall be final, excepting that the Stampede has established the Chuckwagon Safety Commission that is authorized to act as the review and appeal body with respect to the fines for interference penalties that have been assessed by the Judges during the chuckwagon races.  (Refer to Chuckwagon Safety Commission – Terms of Reference – Section 22).

All Judges’ decisions shall be kept in confidence.  The Stampede will not make the Judges available to any Chuckwagon Participant to discuss calls that have or have not been made during the race heats of the Derby.

Any complaints or comments regarding judging or the Rules of the Derby must be submitted in writing to the attention of the Stampede Vice President responsible for Chuckwagon Racing, Stampede.  Any issues that are raised will form part of an annual review and assessment of the judging system and the Derby Rule Book.

All Chuckwagon Participants agree to abide by the decisions made by the Stampede and its designated Stampede Officials.

 

9. RACE REVIEWS

Drivers will be able to review official race films at approximately 10:00 a.m. the morning following the performance at a location to be advised.

Judging Criteria

10. CHUCKWAGON COMPETITION FORMAT

10.1  Timing, Photo-Finish and Tie Breaking

All racing and heats are timed digitally and reported in one hundredths of a second (1/100th) timing accuracy from the official race camera/timer. In the event of a tie to determine placement in any re-draws for heats, especially (but not limited to) the top 8 aggregate or the final four for the championship heat, Stampede Officials will use a Photo-Finish Camera Image to determine the actual order of finish, and actual placing of wagons. If there still remains a dead heat tie on the official Photo-Finish Camera Image, Stampede Officials will use the following tie breaking rules to break the tie, and will only look to the subsequent tie breaker(s), in the event that the tie remains unbroken:

        a)     fastest total accumulated running time (excluding penalties); or if still tied by

        b)     total accumulated day monies earned; or if still tied by

        c)     Judges’ draw, by way of number balls, corresponding to the barrel which the wagon(s) in the tie ran off of for the particular heat

10.2  All racing and heats will be timed manually and reported and recorded in one hundredth of a second (1/100th). These times will be the official time ONLY in the event that there is no digital time available from the race camera/timer. A minimum of five back-up manual timers are to be on hand and available for timing every race each night.  All races that have digital time available will be recorded with their digital time.

10.3  Round 1 – Day 1 – 8 … Aggregate Competition

        a)    36 wagon drivers will compete for Day Money and the Aggregate Standings over the first eight days of competition.
 
        b)    The 36 wagons will be seeded based on a formula established by the Stampede Officials.  Designated Stampede Officials will be responsible for the initial night’s draw and subsequent re-draws.
 
        c)     All seeding will be based on the 2018 Association standings (rank) as of race meets completed prior to July 3, 2018.
Drivers will be seeded into the Calgary first draw with the top ranked drivers in each association drawing into Heat 9, down through the lowest ranked drivers appearing in Heat 1. 

The formula for the first night’s draw will be:

2017 WPCA invited drivers in heats 1, 2, 3, 5, 6, 7, 9 and 2017 CPCA invited drivers in heats 4 & 8.

The draw for the first night of racing will be announced on Tuesday, July 3, 2018. 

Each wagon will compete on all four barrels for Day 1 through Day      4.
 
        e)     The 36 wagons will be re-seeded after Day 4 of racing.  The wagons will be matched in heats based on total running time (excluding penalties) for the first four performances at the sole discretion of Stampede Officials.
 
        f)      Each wagon will compete on all four barrels for Day 5 through Day 8.
 
        g)     The eight fastest wagons based on total aggregate time will qualify to advance to the Saturday Semi-Final Showdown Saturday run-off. In the event of a tie for the eighth position, it will be broken by:
 
         i) Fastest total running time (excluding penalties); or if still tied by
 
                        ii) Total accumulated day monies earned; or if still tied by
 
                        iii) Judges’ draw, by way of number balls, corresponding to the barrel which the wagon(s) in the tie ran off of for the particular heat
 
        h)     The Aggregate Winner will be based on the Aggregate Standings following completion of Round 1 (Days 1 through 8).  The wagon outfit with the fastest total time (including penalties) after completion of the first eight performances will be declared the Aggregate Award winner and will be presented with appropriate awards as determined and published by the Stampede prior to the Derby.  In the event of a tie the Aggregate Award winner shall be determined by:
 
                         i) The driver with the most day money won after eight   performances or if still tied by
                         ii) The driver with the fastest total running time (excluding penalties) after completion of the second four performances (Days 5 – 8); or if still tied by
                          iii) Judges’ draw, by way of number balls, corresponding to the barrel which the wagon(s) in the tie ran off of for the particular heat
 
        i)      The Aggregate Bonus will be paid to 16 positions following completion of Round 1 (Days 1 through 8). Refer to section 20 – Prize Money – Aggregate Bonus.
 
        j)      In the event any of the performances, in part or in whole, during Round 1 (Days 1 through 8) are cancelled, the Aggregate Competition results will be based on those performances that were completed prior to Round 2 (Day 9).  Following a cancelled performance, drivers will move to the next barrel rotation or be re-seeded (on Day 5) as per the original performance schedule.
        Day money for the affected performance will be divided and distributed equally amongst all drivers.  OR
        The remaining payouts and final standings for any races completed and any races not completed will be determined by Stampede Officials.
 
10.4  Round 2 – Day 9 … Semi-Final Showdown Saturday
 
        a)     36 wagon drivers will compete for Day Money.
 
        b)     The 28 drivers who have not qualified for the Semi-Final Showdown Saturday run-off will be matched in Heats 1 – 6 & 8 based on total running time (excluding penalties) for the first eight performances, at the sole discretion of Stampede Officials.     
 
        c)     The eight drivers who have qualified for the Semi-Final Showdown Saturday run-off will be seeded into Heats 7 and 9 based on a selection process outlined in 11.2 d). Track grooming will be after heats 3, 6 and 8.
 
        d)     Seeding selection process: The order of selection to compete in Heat 7 or 9 and barrel position will be based on the order of placing (total aggregate time) from Round 1 (Day 1 through 8) competition.  The driver with the fastest total aggregate time will have first choice of competing in Heat 7 or 9 and the first choice of barrel position in the Heat selected.
        The selection process for Heat and barrel positions will proceed as above for the remainder of the qualified drivers, by way of a “blind” selection, until both Heats 7 and 9 and all barrel positions have been filled.  In the event of a tie for any of the qualified positions it will be broken by:
 
                    i) The fastest total running time from Round 1 (excluding penalties) or if still tied by 
                    ii) Total day monies earned from Round 1 or if still tied by 
                    iii) Judges’ draw, by way of number balls, corresponding to the barrel which the wagon(s) in the tie ran off of for the particular heat
       

The four drivers with the fastest times (including penalties) from Heat 7 and 9 races in the Semi-Final Showdown Saturday run-off (Day 9 performance) will advance and qualify for the final heat on Day 10.  In the event of a tie, in order to determine the participants of the final heat, it will be broken by the wagon outfit having, after completion of the first nine performances:
 
                i)- the fastest total aggregate time; or if still tied by 
                ii)- the fastest total running time; or if still tied by 
                iii)- total day moneys earned; or if still tied by 
                iv)- Judges’ draw
 

In the event the Round 2 (Day 9) performance is cancelled, in part or in whole, resulting in the semi-final run-off not taking place, the participants of the Championship Sunday final heat  (Day 10) will be the four drivers with the fastest times (including penalties) from Round 1 (Days 1 through 8) Aggregate Competition.  In the event of a tie for the fourth position, it will be broken by:

               i) Fastest total running time (excluding penalties); or if still tied by

               ii) Total day moneys earned; or if still tied by
 
             iii.) Judges’ draw
 
Day money for the performance will be divided and distributed equally amongst all drivers.  OR
The remaining payouts and final standings for any races completed and any races not completed will be determined by Stampede Officials.
 
10.5  Round 3 – Day 10 … Championship Sunday Final
 
        a)     32 wagon drivers (not qualified for the Championship Sunday Final) will compete for Day Money.
 
        b)     The 28 drivers from Heats 1 to 6 & 8 on Day 9 will be reseeded into heats 1 – 7 for Day 10.  The wagons will be matched in Heats 1 to 7 based on total running time (excluding penalties) for the first nine performances, at the sole discretion of Stampede Officials. 
 
        c)     The fifth (5th) to eighth (8th) place finishers based on the four slowest times in Heats 7 and 9 from the Semi-Final Saturday run-off (Round 2 – Day 9) will be seeded into Heat 8 for Day 10. Track grooming will be after heats 3, 6, and 8.
 
        d)     $150,000 CHAMPIONSHIP SUNDAY FINAL HEAT
                 DERBY CHAMPION
 
The participants of the $150,000 final heat will be those four wagon outfits with the fastest times (including penalties) from Heat 7 and Heat  9 races in the Semi-Final Showdown Saturday run-off (Day 9 performance).
 
The final four wagon drivers will select their barrel positions in the final heat at a time and place as directed by Stampede Officials.
 
The driver with the fastest time (including penalties) from Round 2 – Day 9 – Semi Final Showdown Saturday will have the first pick of barrel position for the Championship Sunday Heat.
 
The driver with the 2nd fastest time (including penalties) from Round 2 – Day 9 – Semi Final Showdown Saturday will have the second pick of barrel position for the Championship Sunday Heat.
 
The driver with the 3rd fastest time (including penalties) from Round 2 – Day 9 – Semi Final Showdown Saturday will have the third pick of barrel position for the Championship Sunday Heat.
 
The driver with the 4th fastest time (including penalties) from Round 2 – Day 9 – Semi Final Showdown Saturday will have the remaining barrel position for the Championship Sunday Heat.
 
The wagon outfit with the fastest time (including penalties) in the $150,000 Championship Sunday Final Heat will be declared the Derby Champion.  If the final heat ends in a tie for the fastest time (including penalties), either as a result of the actual race results or awarding by the judges of Average Time, the tie will be broken by:
 
i- the fastest total aggregate time from Rounds 1 and 2 or if still tied by
 
ii- total day monies earned from Rounds 1 and 2
 
The $150,000 Championship Sunday Final Heat cheques will be held pending the receipt of drug, medication and foreign substance reports by the Stampede.  In the event any driver of the $150,000 final heat receives a positive drug, medication or foreign substance identification result, that driver is thus required to forfeit the prize money, awards and championship title (if applicable) from the final heat performance, the prize money, awards and championship title (if applicable) will be awarded to the next driver with the fastest time (including penalties) in the final heat, provided that driver has adhered to the rules of the Derby.
 

In the event the Round 3 (Day 10) performance is cancelled, in part or in whole, resulting in the Championship Sunday Final heat not taking place, the Derby Champion shall be the driver eligible for the Final Heat with the fastest total time (including penalties) after all completed performances and will receive the $100,000 and trophy bronze.  Drivers 2, 3 and 4 qualified to race in the Final Heat in order of fastest total time (including penalties) will receive $25,000, $15,000 and $10,000 respectively.  All other drivers will receive 1/32 share of the Day 10 day money allotted for heats 1 - 8.  OR
The remaining payouts and final standings for any races completed and any races not completed will be determined by Stampede Officials.

12.    RUNNING RULES

12.1  Chuckwagon and Outriding horses shall not be used in more than one (1) Heat each day.  (See Fitness to Compete Section #7)

12.2  Prior to and during the Derby, it shall be at the sole and unfettered discretion of Stampede Officials as to when the racetrack is to be watered, harrowed and groomed.

12.3  In addition to the provisions in 12.2 Stampede Officials in consultation with the “Track Committee” shall have authority to alter track conditions in the interest of maintaining safety and fairness for all competitors.  Pylons may be deemed necessary in extreme wet conditions.

12.4  Wagons will circle H Barn in a clockwise direction until called for the start of the heat line-up.

12.5  A heat shall be that period of time commencing when the wagons enter the racetrack when called by a designated Stampede Official and ending when the last wagon in the heat has left the racetrack.

12.6  It is strongly recommended that wagons always have two drivers for their post-race parade.

12.7 Wagons for the first two heats of the night must be lined up in the four furlong chute by 7:55 p.m.; ten (10) minutes before the start of the first race of the evening.  Wagons for the subsequent heats will be called for by a designated Stampede Official, so as to preclude any time delay in the performance. Wagons for heat 3 are to be ready to enter the chute once heat 1 is called to the track.

12.8  Outriders must be in the infield chute area by 7:30 p.m. (one half hour before the start of the first race of the evening.  Outrider horses will be screened for micro-chips during this crossing.  Any outriding horse not in place in the infield ½ hour before the first race will be subject to a $100 fine to the driver.  The fine will double for each subsequent offence for a driver.  At the Stampede’s discretion and direction, outrider horses may be allowed and will be required where selected for drug testing to leave the infield and go back to the barn area during the harrow periods ONLY.

12.9  At any time prior to the start of a race the Arena Director, Official Veterinarian or a Judge can scratch a horse or wagon.  If any Stampede Official notices a horse or wagon that is suspect for race safety they will notify the Judge’s coordinator who in consultation with the Official Veterinarian or his track vet can scratch a horse.  The Arena Director will be the spokesperson to the driver.  Should the problem be a mechanical one with the wagon or equipment the Judge’s coordinator and Arena Director will make the call.

12.10 If a chuckwagon outfit is not ready to compete when the race is called to the start, the race will start without them.  Outriders must be in the infield before all wagons complete their practice turns.  If any wagon has not left the four furlong chute by the time the other wagons of the same heat have entered the infield area, that wagon may not be allowed to leave the four furlong chute and compete in that race. It will be at the discretion of the Head Judge, in consultation with the Arena Director, whether a wagon is ready to start when the race is called, and if the race is run without a wagon; that wagon outfit shall be subject to those penalties assessed by the Judges.  The Judges may assess a penalty against any wagon outfit that fails to cooperate, by not properly moving into position, upon entering the barrels.

12.11    If a wagon experiences a breakdown of equipment or injuries of horses after entering the 4 furlong or racetrack it may be given a maximum of ten (10) minutes to make appropriate adjustments necessary for the outfit to safely compete in the race.  The decision to grant this provision is at the discretion of the Head Judge and the Arena Director. The replacement equipment or horse must meet the same competition and safety requirements as mandated in the Derby Rule Book. The Arena Director will coordinate with the other unaffected drivers safe waiting areas for their wagons during the delay.  If at the expiration of the ten (10) minutes, the wagon is not ready to race the driver will be asked to leave the racetrack and will receive a No-Time for the night.

12.12    Wagons must enter the track for their heat in reverse order of barrel position and in line a maximum of two wagon lengths apart, and proceed along the outside rail with the lead wagon setting a reasonable speed to the infield. Each wagon driver is allowed one warm up barrel turn, which must be executed on his own set of barrels.  Wagons will not be allowed to proceed any further down the racetrack during their warm-up than directed by the Arena Director. Failure to follow proper procedures will result in a $100 fine to the driver for each infraction.

12.13    A runaway is defined as an out of control team.  At any point before the race is officially started if a wagon experiences a runaway that covers more than 3 turns of the track in either direction - that wagon will be deemed to have run the track.  The wagon will be excused from the race – receive a no time and the day will count as a race day towards the Fitness to Compete.  The same parameters will apply to any outrider horses utilized in the efforts to control the wagon and offer assistance. Any wagon so affected must exit the track immediately upon regaining control and being informed of the infraction by the Arena Director or Stampede officials on the track.  The Arena Director will radio any instruction to a driver to exit the track to the Head Judge for recording purposes.

12.14    At the conclusion of the race if a wagon experiences a runaway that covers more than 3 turns of the track in either direction - that wagon will be deemed to have run the track.  The horses will have a second race day recorded towards the Fitness to Compete program for that day.  The same parameters will apply to any outrider horses utilized in the efforts to control the wagon and offer assistance.

12.14  Wagons entering the infield for their Heat shall enter in reverse order of their barrel position, Barrel 4 entering first. No wagon will be allowed to go through another barrel position to line up for his start. 

12.15  The barrels and lanes will be placed as shown in the Barrel Set and Infield Chalk Line Diagrams.

12.16  A chalk line (the barrelling chalk lines) shall be marked down the centre dividing barrel positions.

12.17  A 6’ chalk line will be drawn nine (9) feet from the centre of the bottom barrel of Barrel 1, parallel toward the top barrel of Barrel 1. The left Chuckwagon wheels of the wagon must be parked inside chalk line on barrel 1. 

12.18  Lanes on the racetrack shall be marked with a 4’ - 6’ chalk line.  Such chalk lines shall be marked 30 feet to the right of the bottom barrel of Barrel 1.

12.19  A chalk line shall be drawn partially across the racetrack at the Outrider line and shall be 200 feet before the finish line. 

12.20  A klaxon will be used as a starting signal for each chuckwagon heat. In the event the klaxon being non-functional, an air horn will be substituted for the klaxon and used by a designated Stampede Official to start each heat.

12.21    The wagons shall come to a complete stop with the hub of the left rear wheel of the wagon behind or in line with any part of the right side of the bottom barrel. If hub is ahead of the barrel a penalty will be assessed.  If the wagon stops correctly and then jumps ahead of the barrel and the wagon is backed up into the correct position before the klaxon sounds – no penalty will be assessed.  The stove shall be on the outside of the wagon, touching the ground.

12.22  The dismounted lead man shall hold his own saddled horse and may hold the lead team. At the start of the race, the lead man shall release the lead team.

12.23  The dismounted stove man shall hold his own saddled horse and shall hold the stove on the ground behind the stove rack.  At the start of the race, the stove man shall load the stove into the stove rack. Outriders shall not be allowed to carry the stove past the top barrel. 

12.24  The wagon will turn a “figure eight” around its respective barrels, with each wagon outfit passing on the left side of the top barrel and the left side of the bottom barrel from the judges’ viewpoint.  Wagons shall enter the racetrack in their respective lanes and shall continue in those lanes until it is safe to move out of their lane.  Wagons must race in a counter-clockwise direction.  No assistance can be rendered to a driver by any of his outfit.  A driver must drive his own team and must proceed in a counter-clockwise direction around the racetrack.

12.25  If the Arena Director observes any interference by any wagon outfit in the infield after the start of a heat, he shall report it to the Judges.

12.26  All Outriders shall proceed onto the racetrack when the Heat is called.  If an Outrider is not ready to compete when the wagon is called into the barrel by the Arena Director, the Heat shall start without the Outrider(s) and the wagon is subject to applicable penalties.

12.27  After the start of the race, each outrider shall mount or be in control of his horse and shall make the “figure 8” around his respective barrels or barrel marker, passing on the left side of the top barrel and the left side of the bottom barrel (from the judges viewpoint) i.e. enter the barrel at six o’clock – must remain in control to twelve o’clock.  An Outrider shall proceed around the racetrack in a counter-clockwise direction finishing not more than 200 feet behind his wagon as it crossed the finish line.  

12.28  An Outrider shall not return to complete the “figure 8” after passing his bottom barrel.

12.29  No Outrider or wagon may start or complete the “figure 8” after the first lead team of the race has passed the mile gap located on the backstretch.

12.30  At the discretion of the Judges, the two Outriders with each outfit must stay behind their own wagon, so that other teams may pass their outfit if possible. However, with the exception of rule 12.27, wagons must always have the right of way. 

12.31  From the head of the stretch to the clubhouse turn, fifteen (15) feet from the outside rail is designated by a chalk line as the outrider safety lane in which outriders may have the right of way over wagons. 

12.32  Outrider shall be deemed to be late if his horse’s nose does not cross the Outrider line or flag before his Wagon lead horse breaks the plane of the finish line.  Outriding judges will make late calls.  Video back-up is also utilized to confirm calls.

12.33  A wagon or team that crosses any of their barrelling lane markers in the infield and impedes another wagon will be assessed an interference penalty.

12.34  A wagon or team that swings wide or out of lane and impedes another wagon after passing their bottom barrel and moving into the marked track lanes will be assessed an interference penalty.

12.35  A wagon or team that makes contact with any other wagon or team in the infield will be assessed an interference penalty.

12.36  A wagon or team that makes contact with and impedes any other wagon or team on the track will be assessed an interference penalty.

12.37  A wagon or team that causes interference, either in the infield or on the racetrack, that prevents another wagon or team from completing the race, will be assessed an interference penalty.

12.38  A wagon driver passing another wagon must be clearly ahead of the lead team of the outfit he is passing before cutting in front of that outfit, otherwise an interference penalty will be assessed.

12.39  A wagon driver may not drive into a ‘box or hole’ unless there is sufficient room for the wagon width (76” hub to hub) to fit.

12.40  A wagon driver may not attempt to create a ‘hole’ by any means including aggressive driving.

12.41   Lead wagon driver must select his lane prior to the home stretch run and maintain that position throughout the stretch run.

12.42  A driver is responsible for his outriders at all times during the running of a heat.

12.43  Wagons and outriders are not to enter the rodeo infield during the homestretch run. 

12.44  Official time starts when the klaxon sounds. Times will be taken as each lead team’s nose reaches the finish line of the racetrack. Times shall be given only for wagons with the four (4) horse team attached to the wagon and the driver holding the reins.

12.45  At the completion of the race once the wagons slow sufficiently and it is safe to do so wagons must make a right turn from inside rail to outside fence.  Driver's assistant must get on the wagon at the four furlong turn around point.  Wagon must stay on outside rail for their pass in front of the Grandstand, after which pass they will turn around and exit against the inside rail to the exit gate, at the north end of H barn. As post-race timing is critical to a smooth operation, during the post parade each wagon is required to be no more than two wagon lengths back in line when the wagon immediately ahead passes the clubhouse turn.  Failure to follow proper procedures will result in a $250 fine to the driver for the first offence, a $500 fine for the second offence, a $1,000 fine for the third offence, subsequent offences will be subject to double the previous fine.

12.46  During the races proper – including the practice turns race and post parade, only the driver and qualified assistant driver be allowed in the wagon.  The only exceptions shall be if Stampede officials require a qualified person to gain access for production purposes OR, in the case of an emergency, another chuckwagon participant provides assistance.

12.47  Any tarp not fitted securely while the wagon is on the track will result in a $100 fine.

13.      ALCOHOL AND DRUG TESTING

13.1    Any Chuckwagon Participant failing a breathalyser test for alcohol, (zero tolerance = 0.00%), prior to racing will result in the following:

a)     Driver – Outfit will be suspended from competing in that evening’s performance and receive a No Time (plus be assessed a $2,500.00 fine) Driver will forfeit advertiser tarp money (pro-rated) for that performance.  All fines must be paid prior to re-instatement.

b)     Outrider will be suspended from competing in that evening’s performance (plus be assessed a $2,500.00 fine). The fine must be paid prior to the outrider being reinstated. 

c)     If a Chuckwagon Participant refuses to take any such tests, they shall be disqualified immediately from participating in the Derby plus be assessed a $2,500.00 fine. 

13.2    The Stampede will assign two (2) Stampede Officials to administer record and report the breathalyser screening to the Western Events Director.

13.3    Any Chuckwagon Participant failing any screen test for cannabis (THC), (zero tolerance), prior to racing will result in the following:

a)     Driver – Outfit will be suspended from competing in that evening’s performance and receive a No Time (plus be assessed a $2,500.00 fine) Driver will forfeit advertiser tarp money (pro-rated) for that performance.  All fines must be paid prior to re-instatement.

b)     Outrider will be suspended from competing in that evening’s performance (plus be assessed a $2,500.00 fine). The fine must be paid prior to the outrider being reinstated. 

c)     If a Chuckwagon Participant refuses to take any such tests, they shall be disqualified immediately from participating in the Derby plus be assessed a $2,500.00 fine. 

Medical cards for cannabis use are not an acceptable exemption for any Chuckwagon Participant.

13.4    The Stampede will assign an independent company to screen Chuckwagon Participants for zero tolerance, banned and illegal substances.  Throughout the 10 days selected participants will be notified of their random screening and informed of the location and time for the screening.

13.5    A Chuckwagon Participant failing or refusing a drug test will be immediately suspended from further competition during that Derby and will be disqualified from competing the following year or the next year they qualify to compete.

14.    Disclosure of Alcohol, Drug and Foreign Substance Abuse

All horse and Chuckwagon Participant violations of alcohol, drug and foreign substance abuse will be disclosed to their respective professional Chuckwagon association in writing.  This information WILL NOT be made public by the Stampede or Stampede Officials.

15.    PENALTIES

Additional offences during the same year of competition will be assessed a 1 – 5 second penalty plus Judges’ discretion and a matching fine: 1 second - $1,000, 2 seconds - $2,000, 3 seconds - $3,000, 4 seconds - $4,000, 5 seconds - $5,000.

 

IE  A wagon driver that makes contact with  and impedes another wagon or team on the track, will be assessed a 1-5 second penalty plus Judges’ discretion and a matching fine: 1 second - $500, 2 seconds - $1,000, 3 seconds - $1,500, 4 seconds - $2,000, 5 seconds $2,500. Additional offences during the same year of competition will be assessed a 1 – 5 second penalty plus Judges’ discretion and a matching fine: 1 second - $1,000, 2 seconds - $2,000, 3 seconds - $3,000, 4 seconds - $4,000, 5 seconds - $5,000.

 

IF  A wagon driver that causes interference in the infield that prevents another wagon or team from completing the race will be assessed a 20-second penalty, a $5,000 fine and a suspension of one performance. A second offense in the same or subsequent year of competition – a 20-second penalty, a $10,000 fine and disqualification.

 

IG  A wagon driver that causes interference on the racetrack that prevents another wagon or team from completing the race will be assessed a 30-second penalty, a $10,000 fine and a suspension of two performances. A second offense in the same or subsequent year of competition – a 30-second penalty, a $20,000 fine and disqualification.

 

          IH   Wagon driving in traffic where there is no box or hole (wagon hub to wagon hub width (Prior penalty RR)                                  5 sec.

 

        II   Wagon driver attempting to make a hole by exhibiting aggressive driving (Prior penalty SS)                                                  10 sec.

 

 

IJ  A chuckwagon participant who, before, during or after a race, displays unsafe actions or behavior that increases the risk of an accident.       JD

 

IK  A wagon driver or outrider that causes interference of a nature not outlined specifically in these rules. JD

         

 

          ADDITIONAL INTERFERENCE FINES

 

        If chuckwagon (driver or outrider) interference occurs at anytime while hitched, including morning practice, prior to, during or after a race, which  results in an injury to a horse, the driver whose horses(s) sustained the injury shall be compensated according to the following guidelines:

 

a)         If the interference results in a minor bruise, contusion, or laceration (not requiring sutures) that limits the horse from competing in its regular racing schedule - $500.

 

b)         If the interference results in a major injury or laceration (requiring sutures) and the horse must be withdrawn from its regular racing schedule - $1000.

 

c) If the interference results in a serious injury, laceration or fracture that prevents the horse from competing for the remainder of the year - $2,000.

 

          The source of the compensation for injury to a horse shall be provided from the fine assessed to the Wagon driver whose outfit caused the interference.   

 

          All medical attention remains the responsibility of the owner of the injured horse.  The appropriate fine will be determined following completion of the medical assessments.  If necessary, Stampede Officials shall have the right to consult with the attending veterinarian to assist in the determination of the appropriate category of the injury.

 

          If a chuckwagon driver or outrider creates interference and causes an accident resulting in the death or euthanization of one or more horses within forty-eight (48) hours, an additional fine of $10,000.00 per lost horse will be levied against the wagon driver of the offending outfit.  The Stampede will assess the wagon interference infraction at the time of the incident - in the event that a lost horse(s) fine assessment is applied to the same incident the total fine assessed will be the interference fine and the amount of the fine of the lost horse(s).

 

          The Stampede will collect the additional fine and compensate the driver who sustained the loss of the horse(s). The Stampede may deduct an amount to cover the cost of veterinary expense prior to compensating the driver.

 

The Chuckwagon Safety Commission can decide on its own to convene a hearing to review interference fines and/or suspensions and/or disqualifications that have been assessed or not assessed by the Judges during the chuckwagon races.

 

          No compensation or fine relief will be provided to a driver who is penalized for an infraction resulting in injury or death to any of his own horses or any horses he may be leasing.

If a driver, outrider, or wagon causes another wagon outfit penalties, it is at the Judges' discretion to penalize the wagon outfit causing the penalties, the same amount of penalties incurred (by the fouled outfit). 

 

         

         

 

 

16.    AVERAGE TIME

 

Average time may be awarded by the Judges, if the infraction was no fault of the fouled wagon.  The wagon shall receive the average running time of the heat immediately before and immediately after the heat in which the affected wagon was fouled, plus the penalties incurred by the fouled wagon prior to the foul taking place, excepting those incurred as a result of the foul. Should there not be a heat immediately before or immediately after; then the two consecutive races immediately before or immediately after will constitute the average time.  Average time will qualify for day money in order of placing. 

 

17.    NO TIME

 

No time will be assessed for a wagon if that wagon fails to finish a race due to that outfit's actions.

 

After the sound of the klaxon until the end of that race, if one or more wagon horses falls (off all four feet), that wagon will receive a no time.  However, if another wagon outfit caused the horse or horses to fall, that wagon will receive average time. The wagon outfit causing the infraction shall receive no time if he wrecks his own outfit and cannot run. If he finishes the race, then penalties will be assessed according to the severity of the incident.

 

         

18.    RE-RUNS

 

There will be no reruns awarded.

 

 

19.    RACE RESULTS

 

All track time penalties will be assessed within one half hour of the completion of the final heat of each performance and posted as “un-official”.  Stampede Officials have the authority, in their sole and unfettered discretion, to extend this time limit if required.

 

Race result sheets, posted each evening, are considered “Un-official” pending confirmation by Stampede Officials of the accuracy in transferring Judges’ card data to the Race Results Sheets, after which the Race Results will be deemed “Official” and released as such.

22.    CHUCKWAGON SAFETY COMMISSION TERMS OF REFERENCE

GENERAL
 
The Chuckwagon Safety Commission (“CSC”) has been established by the Calgary Stampede (“Stampede”) to enforce the Code of Conduct for Chuckwagon Participants (including but not limited to drivers, outriders and any and all individuals associated with a chuckwagon outfit) in the GMC Rangeland Derby and to act as a review and appeal body with respect to interference infractions that occur during the chuckwagon races of the GMC Rangeland Derby.  Any changes in the CSC are at the approval of the CEO of the Stampede.
 
In addition to holding Chuckwagon Participants accountable to the Code of Conduct, CSC decisions will be made with the primary purpose of ensuring the safety of Chuckwagon Participants, animals and the public, while maintaining and enhancing the reputation of the Stampede, and the GMC Rangeland Derby.
 

MEMBERSHIP
 
The Stampede shall appoint three members to the CSC who will be neither directors, volunteers nor employees of the Stampede. The Stampede shall also appoint an alternate member to the Chuckwagon Safety Commission to provide for occasions where perceived or real conflicts of interest may arise, and to provide for continuity and succession planning.
 
The Stampede shall designate one of the members as the Chairman of the CSC. The Chairman will be responsible for communicating the CSC’s rulings to the Stampede and the Chuckwagon Participants.  The Chairman will also be available to assist the Stampede in communicating the CSC’s rulings to the media and public.
 
In order to provide continuity to CSC, the members of the CSC shall each be appointed for an initial three year term, subject to the satisfactory performance of their duties as CSC members, as determined by the Stampede Chuckwagon Committee Executive (Chair, Vice-Chairs, Director and Senior Management responsible for chuckwagons).
 
Following completion of the respective CSC member(s) term(s), the Stampede Chuckwagon Committee Executive will bring forward a recommendation to the Board to reappoint or replace individual members of the CSC for a term(s) to be determined.  (A balance between the desire for continuity and succession planning will be factored into future appointments.)
 
If, for any reason, one of the CSC members is unable to complete their term, the Stampede Chuckwagon Committee Executive would bring forward a recommendation to the Stampede for a replacement appointee to the CSC.
 
Quorum for the CSC is two full-time members of the CSC.  Stampede Officials, in their sole and unfettered discretion, may appoint persons as ad hoc acting members of the CSC to act if the CSC is unable to establish a quorum.
 
CSC members will be paid for serving on the CSC.  The initial rate of remuneration has been established by the Stampede CEO.  Any future rate changes would be approved by the Stampede CEO.
 

AUTHORITY
 
The CSC has the following authority:

Enforcement of the Code of Conduct
 
The CSC is responsible for imposing fines, suspensions and/or disqualifications in the event that the CSC determines any GMC Rangeland Derby Chuckwagon Participant either:

Exhibited conduct which was unbecoming to the sport of Chuckwagon Racing in general.  This would include any breach of the Chuckwagon Participant’s Code of Conduct.

Any conduct which the CSC deemed harmful either to horses or competitors during the chuckwagon races.
 
The Code of Conduct will be enforced by the CSC at any time prior to, during or following the GMC Rangeland Derby, provided that any violation of the Code of Conduct has an impact on the Stampede, the GMC Rangeland Derby or its reputation as determined by the CSC.

Review and Appeal of Interference Infractions
 
The CSC is authorized to act as the review and appeal body with respect to interference infractions that have been assessed by the Judges during the chuckwagon races.
 
The CSC is responsible for determining if the assessed fine and/or suspension and/or disqualification, as documented in the GMC Rangeland Derby Rule Book, is appropriate for that specific infraction.
 
After conducting a review or appeal hearing, the CSC has the authority to waive, reduce, confirm or increase the assessed fine and/or suspension and/or disqualification.
 
The CSC does not have the authority to change or overrule any time penalties that have been assessed (or not assessed) by the Judges.
 
The Stampede may, from time to time, add to the responsibilities and authority of the CSC if the Stampede in its sole and unfettered discretion, deems it so appropriate, and in the best interests of the Stampede and the conduct of the GMC Rangeland Derby.
 

HEARINGS
 
The CSC can decide on its own to convene a hearing to: a) address Code of Conduct breaches, or b) review interference fines and/or suspensions and/or disqualifications that have been assessed or not assessed by the Judges during the chuckwagon races.
 
In addition, the CSC could also receive a request to convene a hearing to: a) address Code of Conduct breaches, or b) consider an appeal of interference fines and/or suspensions and/or disqualifications that have been assessed by the Judges during the chuckwagon races.
 
Under either instance involving a request to convene a hearing, the following conditions will apply:

Code of Conduct Review Process
 
Judges, Chuckwagon Participants or the Stampede Chuckwagon Committee Executive shall have the ability to request a hearing related to an alleged breach of the Code of Conduct.
 
Any request for a hearing must be submitted in writing within 48 hours of the incident occurring or within 48 hours of the incident being made public.  The CSC will also consider the merits of convening a hearing if a request is submitted in writing outside of the 48 hour timeframe, if the CSC determines that circumstances warrant. The written request must be legible, detailed, dated and signed.  It must be delivered to the Rodeo/Chuckwagon Office, Attention: Chuckwagon Safety Commission.  Requests for a hearing from a Chuckwagon Participant must be accompanied by a $750 deposit to be placed with the Stampede that would be forfeited if the alleged breach of the Code of Conduct is determined by the CSC to have occurred; if the appeal is accepted the deposit would be refunded.

Interference Infraction Appeal Process
 
A chuckwagon driver who was a participant in a chuckwagon race heat in which interference fines and/or suspensions and/or disqualifications were assessed shall have the ability to request a hearing to appeal the assessment of interference fines and/or suspensions and/or disqualifications from that race heat, other than time penalties, as they are not subject to appeal or review by the CSC.
 
Any chuckwagon driver-initiated appeal for review must be submitted in writing by no later than 8:00 a.m. of the morning immediately following the chuckwagon race heat.  The written request must be legible, detailed, dated and signed.  It must be delivered to the Rodeo and Chuckwagon Office, Attention: Chuckwagon Safety Commission.  The driver must include a $750 deposit to be lodged with the Stampede on the understanding that if the CSC rules in favor of the driver’s appeal, the deposit will be refunded.  Unsuccessful appeals will result in the deposit being forfeited.
 
If a chuckwagon driver has an unsuccessful appeal in respect of a prior race heat, this does not prevent him from appealing a separate interference infraction during a subsequent race heat, provided that each subsequent appeal is accompanied with a $750 deposit to be lodged with the Stampede.
 
In all cases, once a hearing has been initiated, the Chuckwagon Participant whose action(s) or conduct is being reviewed will be provided the opportunity to attend before the CSC and answer to his actions during the chuckwagon races or to any complaint that has arisen against him.  Furthermore, the CSC may further consider any representations from the Judges, other Chuckwagon Participants, Stampede Officials or other Stampede representatives, or any other individual that the CSC deem appropriate, in the sole discretion of the CSC.
 

RULINGS
 
Whenever practically possible during the GMC Rangeland Derby, it is desirable that any CSC decisions or rulings involving suspensions or disqualifications of Chuckwagon Participants be made by the CSC and announced by 2:00 p.m. prior to the next performance.
 
In all cases, CSC rulings will be communicated in writing to the Chuckwagon Participants whose actions or conduct were under review by the CSC.
 
All decisions and rulings of the CSC are final and not subject to further appeal.  The CSC may reconsider a previous decision or ruling made by the CSC if new information comes forward.
